The automated system Mercury is intended for electronic certification of goods supervised by the State Veterinary Inspection, tracking the path of their movement across the territory of the Russian Federation in order to create a unified information environment for veterinary medicine, and improve biological and food safety.

General system diagram

The system "Mercury" is implemented as a web application, i.e. users interact with the system via the Internet. This ensures that all users always have access to up-to-date information. The work is carried out using a common web browser (browser), such as Google Chrome, Mozilla Firefox, Internet Explorer, etc. Thus, the user does not need to install anything at his workplace.

The system "Mercury" is located on a central server, which is also connected to the Internet, and is engaged in processing requests received from users and generating responses. Since the central server may be unavailable (for example, if it is disconnected from the Internet or there is no power supply), a geographically remote backup server is provided, which is automatically replicated with the central one and, if it is disconnected, begins to process user requests until the main server is restored.

To work with the Mercury system, it is recommended to use the Google Chrome or Mozilla Firefox browser version 3.0 or higher. It also supports Internet Explorer 7.0 and higher, which is included with the Windows operating system. Work in other browsers (Opera, Safari, etc.) has not been fully tested. To enter the system, the user must type a specific address in the address bar of the browser and enter into the system his username and password given to the employee when registering in the system.

If the user temporarily does not have access to the Internet, the development of a desktop version of the "Mercury" system is envisaged, which will require installation at the workplace and with which users can work in the absence of a connection to the network, and when it appears, they can synchronize those entered on the local computer. data with a central server.

The deadline for issuing veterinary certificates in electronic form was postponed to July 1, 2018. From July 1, 2018, all organizations that deal with products controlled by the State Veterinary Supervision Service are required to connect to the Mercury system. From this date, the veterinary accompanying documents (certificates, certificates and references) will be issued exclusively in electronic form.

As a reminder, within the framework of the federal state information system of veterinary medicine "Vetis", 14 subsystems for various purposes have been created and are functioning. Thus, "Irena" is used for the registration of veterinary drugs, feed, additives; "Hermes" is intended for licensing of pharmaceuticals for animals. And "Mercury", which will be discussed below, was created for electronic certification of goods controlled by the State Veterinary Supervision Service, tracking their movement across the territory of the Russian Federation.

According to the controllers, such a unified system of electronic veterinary accompanying documents (VVD) will improve biological and food safety. The number of electronic VSD is increasing every month. In February 2018, 33.8 million units were issued through Mercury. This is 4.1 million (14%) more than in January 2018 and 29.9 million more than in February 2017. The dynamics of the development of electronic certification in the regions is different. According to the results of February, 21 constituent entities of the Russian Federation processed more than 600 thousand electronic veterinary documents every month.

Who is obligated to connect and when

From July 1, 2018, all organizations that deal with products controlled by the State Veterinary Supervision Authority must connect to the Mercury system. These include those who are now preparing paper veterinary accompanying documents: farms, meat processing plants, poultry farms, seafood producers, their suppliers, distributors.

From July 1, 2018, this list will be joined by dairy producers, logistics companies and retail outlets that deal with any regulated product.

A complete list of controlled goods that are subject to mandatory electronic veterinary certification is contained in the order of the Ministry of Agriculture of Russia dated December 18, 2015 No. 648. The list includes about 25 large groups of goods (in TN VED codes). In order not to guess, you need to check with him: if you work with any of the goods named there, then you need to register with Mercury.

Individual entrepreneurs can also submit an application either in writing to the TU Rosselkhoznadzor, or in electronic form to the address [email protected].

The procedure and data that must be specified in the application are spelled out in the Order of the Ministry of Agriculture of the Russian Federation of December 27, 2016 No. 589. This document regulates the rules for processing veterinary accompanying documents in both paper and electronic form. In the application, in particular, indicate the surname, name, patronymic of the authorized employee; citizenship; information about the identity document; e-mail address, and in case of its absence - postal address; phone number (at the request of the registered person). Registration is made within two working days after the application is submitted.

What retail needs to do

Sales outlets are required to extinguish veterinary accompanying documents (VVD). When they receive products for which the supplier has issued a veterinary certificate, the store representative must enter the "Mercury" and note that the goods with this VSD are accepted in full or in such a quantity. This ensures product traceability, its path from the manufacturer to the end point - the shelves of a particular store.

If the store does not have access to the Internet, you can issue a power of attorney for the supplier so that he extinguishes the VSD in "Mercury" upon receipt of the delivery. In addition, clause 61 of the order of the Ministry of Agriculture of Russia dated December 27, 2016 No. 589 provides for the remote cancellation of electronic veterinary certificates. Even if a sales outlet does not have Internet access, it has, for example, an accountant with Internet access. In this case, he can enter the "Mercury" and extinguish the VSD.

How to simplify your work

There are many times more electronic certificates for one delivery than paper ones. This is due to the fact that they are issued for each item of the controlled goods, while one paper document could be made for the entire delivery. It is laborious and time consuming to extinguish each received IRR in the web version of "Mercury". If the data needs to be corrected upon acceptance, the processing of one incoming veterinary certificate may take several minutes.

Rosselkhoznadzor's IT partners (the list is on the agency's website), including SKB Kontur, have developed solutions that can be used to integrate Mercury with the company's accounting system. This allows you to automate the work with electronic IRR. In particular, special modules allow, in a familiar and familiar 1C interface, to process the entire array of VSD as delivered in a few seconds.

Will there be delays and penalties

You can work with paper VSD until July 1 of the current year. From July 1, 2018, paper documents will expire. The originally appointed date of January 1, 2018 (according to the Federal Law of the Russian Federation of July 1, 2015 No. 243 "On Veterinary Medicine") was postponed for six months, so it is hardly worth counting on a second delay.
In mid-March (03/15/2018), the draft amendments to the Administrative Offenses Code on fines for violation of the rules for registration of the VSD were published. For the production, transportation or transfer of ownership rights to subcontrolled goods, accompanied by incorrectly executed veterinary documents or without them at all, the following sanctions are imposed on legal entities:
  • up to 100 thousand rubles for transportation or transfer of ownership of animals, accompanied by incorrectly executed veterinary documents or without them at all;
  • up to 20 thousand rubles for transportation or transfer of ownership of fish and products from aquatic biological resources;
  • up to 10 thousand rubles for transportation or transfer of ownership of raw milk and raw cream;
  • up to 5 thousand rubles for the production, transportation or transfer of ownership of heat-treated products;
  • up to 50 thousand rubles for the production, transportation or transfer of ownership of all other goods, if they are subject to mandatory certification.
Repeated violation of the rules may result in a fine of up to 200 thousand rubles. Until 04.04.2018 the bill is in public discussion. The entry into force of individual articles varies from 180 days from the date of adoption to 01/01/2019.

On January 1, 2018, a mandatory electronic veterinary certification system is introduced. From this moment, paper certificates cease to be used, and all veterinary accompanying documents for goods subject to mandatory veterinary control are transferred to electronic form. What is Electronic Veterinary Certification

Veterinary certification is essentially a product test for suitability and safety. Currently, there is also certification, but "on paper". From the beginning of 2018, it will be replaced by a trendy electronic version.

The system of compulsory electronic veterinary certification is provided for by the Federal Law of 13.07.2015 No. 243-FZ and is regulated by separate legislative acts of the Russian Federation.

Electronic veterinary certification "Mercury": who applies

Organizations and individual entrepreneurs engaged in the production, transportation and trade of controlled products will be obliged to issue electronic veterinary accompanying documents (VVD).

  • During the production of each batch of controlled goods.
  • When moving (transporting) controlled goods. Since 2018, a separate certificate is required for each batch of transported products. And if there are several consignments of goods in a container at once, each item will require its own VSD. In this case, a batch means a separate article (name) of a product with a separate expiration date.
  • When selling goods. This applies to cases of resale of products for further sale. When selling products to an end customer, if there is no movement of goods, for example from store to store, electronic documents will not be required.

Thus, the electronic veterinary certification system covers the entire production cycle of animal products - from raw materials to finished food products on store shelves. At each stage, you will need to obtain an appropriate accompanying veterinary document (certificate, veterinary certificate, veterinary certificate).

For whom electronic veterinary certification is not required

Registration of electronic VSD is not required:

  • Catering establishments for catering people at this enterprise (for example, these are canteens, cafes, restaurants), or in the case of their sale of goods to the end consumer for his food in any other place. If the company prepares products and delivers them to other facilities (schools, hospitals, etc.), the registration of the VVD will still be required.
  • Manufacturers of culinary products and ready-made meals intended for sale to the end consumer at this enterprise.
  • In the production of products used for the needs of the enterprise itself.

Also, certificates can be omitted:

  • When transporting domestic, service, decorative animals, carried out without changing the owner and not related to the implementation of entrepreneurial activities. If animals move to exhibition events, an electronic certificate is required.
  • When moving farm animals for their grazing (including pasture cattle breeding), carried out by the owner of the animal or a person authorized by him.

Implementation of electronic veterinary certification: connection to "Mercury"

From January 1, 2018, paper veterinary certificates and certificates are replaced by electronic ones, which can be issued via the Internet through the federal state information system "Mercury".

To be able to work with controlled goods, organizations and individual entrepreneurs must register with the FSIS "Mercury". The procedure for connecting to the system is established by Order of the Ministry of Agriculture of the Russian Federation dated December 27, 2016 No. 589.

In order to register, it is necessary to send an application for providing access to the FSIS. The application can be sent in the following ways:

  • in writing to the FSIS operator, that is, to the Rosselkhoznadzor or its territorial department;
  • in the form of an electronic document signed with an electronic signature.

The application must contain data on each of the registered authorized persons of the organization, their positions and access rights to the FSIS, data on documents confirming that the registered authorized persons have veterinary education.

In the case of registration of an employee of an organization with access rights that provide for the possibility of registering or extinguishing an IRR, the service area of ​​authorized persons is indicated.

The IP application must contain access rights to the service functions of the FSIS, which the IP plans to receive, as well as data from the IP registration certificate. At the request of the individual entrepreneur, he can provide data on his veterinary education. Registration is carried out no more than 5 working days after the receipt of the application.

After registration, the authorized persons of the organization and individual entrepreneur are provided with:

  • password and login for entering the FSIS;
  • personal electronic account in the FSIS;
  • e-mail address to FSIS;
  • the ability to issue electronic certificates and references;
  • the ability to extinguish electronic certificates and references;
  • read access to FSIS data;
  • access for entering data into the FSIS;
  • access to other FSIS capabilities, according to the application.

Registered users are given appropriate statuses and access rights such as “certified specialist”, “authorized applicant”, “authorized person”, “administrator”, etc.

Each status has its own set of capabilities that can be implemented through the FSIS. For example, only users with the access rights "authorized applicant", "issuance of return certificates", "authorized person", "certification of FBG catches" and "certified specialist" can apply for a certificate.

How the new certification system will work

Registration of certificates is carried out on the basis of an application. The following information must be specified in the application:

  • data on the controlled goods;
  • the purpose of issuing a certificate (registration of a production batch, sale, or transfer);
  • data on the vehicle used for movement;
  • data on the place of departure and destination, as well as the conditions of transportation.

An application for an electronic certificate is considered by the FSIS automatically within 1 hour from the moment of its registration.

The term for issuing and issuing electronic certificates cannot exceed one business day. This is a general rule.

If it is necessary to conduct laboratory tests, examination and veterinary and sanitary examination of controlled goods, the period is increased. In these cases, the electronic document is issued within one business day after the receipt of the results of the corresponding procedure.

In this case, the decision to send products for laboratory research must be substantiated in writing.

Under the new rules, controllers will not have the right to demand paper certificates from manufacturers, carriers, suppliers and sellers.

At the same time, manufacturers, carriers and suppliers who have received electronic certificates have the right to request a duplicate document on a secure form. Such a paper document is optional for receipt / presentation, and serves solely for the convenience of the manufacturer / supplier / carrier. A paper copy is provided exclusively at the request of the applicant.

At the same time, as a general rule, to confirm the certification, it will be enough to provide the electronic VSD number or present the bar code generated by "Mercury". You can also submit a printout of the electronic document. Any option is acceptable and sufficient to confirm the fact of certification.

Electronic certificates will be valid from the moment they are issued until the expiration date / end of transportation / sale. When issuing certificates for animals, they are valid for 5 days before the date of transportation and until the end of the transportation / sale of animals.

Electronic VSDs are stored for 3 years, but not less than until the expiration date of the controlled goods. Electronic certificates are kept by "Mercury" itself. When duplicating a document on paper, the completed document spine is kept by the person who issued the certificate, and the certificate itself is kept by the purchaser of the controlled product for 3 years after the purchase of this product.

Data exchange with FSIS "Mercury" via 1C

You can work with FSIS "Mercury" through a web application. The main advantage of this type of work is that it is free, you only need a computer and an Internet connection. In this case, all information is entered into the system in manual mode. The second way is integration with FSIS "Mercury" through the universal gateway Vetis.API. This version of the work allows you to automate the generation of electronic veterinary certificates. This significantly speeds up the acceptance and shipment of controlled goods and raw materials, which facilitates the work of both authorized employees of enterprises and veterinarians.

The 1C firm together with the partner "ASBK" developed and released the solution "1C: Management of veterinary certificates" for working with the FSIS "Mercury". The solution includes functionality that allows you to automate the exchange of data with the FSIS to obtain veterinary accompanying documents, to provide storage, processing and retrieval of the information received according to the veterinary accompanying documents.

"1C: Management of veterinary certificates" can be used as a completely independent configuration, and work in conjunction with standard configurations "1C", transferring the necessary information to the user's accounting system. This eliminates manual duplication of information input, for example, when drawing up consignment notes (form TORG-12).

For trade organizations (wholesale and retail) in standard products "1C: ERP Enterprise Management 2", "1C: Integrated Automation" (rev. 2), "1C: Trade Management" (rev. 11), "1C: Retail" mechanisms data exchange with FSIS "Mercury" will be implemented in 2018.

Mercury is a state information system for the registration of electronic veterinary certificates (eVDS). How to connect to Mercury?

To register in Mercury, fill out the application form and submit it to the Rosselkhoznadzor:

The application can be submitted to the Rosselkhoznadzor (or its territorial office) on paper or sent by e-mail. Wherein:

  • Individual entrepreneurs must electronically certify the application with a simple electronic signature and send to the address [email protected].
  • For LLC, there are other rules: the application is signed by the electronic signature of the head and sent to the address [email protected].

When the application is processed, you will receive an e-mail with the data for logging into the Mercury system to the e-mail indicated in it.

Who is required to connect and when?

According to the latest amendments to the Federal Law dated July 13, 2015 No. 243 "On Amendments to the Law of the Russian Federation" On Veterinary Medicine ", from July 1, 2018, all VSD must be issued electronically through the FSIS Mercury. Thus, by July 1, 2018, everyone whose activities are related to any stage of the circulation of goods of animal origin must be connected to the system. This applies to all manufacturers and distributors of goods supervised by the State Veterinary Control: retail stores, wholesale depots, dairies and meat processing plants, poultry and seafood producers, farms, breeding farms, as well as catering, retail chains and logistics centers. Also, state veterinarians serving the named enterprises must register.

What products do you need to issue electronic IRR for?

In the Mercury system, it is necessary to take into account all goods subject to veterinary control, namely:

  • all types of meat, offal and fats;
  • sausages, prepared and canned meat products;
  • fish in any form, including canned fish (except for fish fillets and fish meat under heading 0304 of the TN VED);
  • pasta stuffed with meat, sausage, fish or seafood;
  • crustaceans, molluscs, aquatic invertebrates;
  • all types of dairy products;
  • butter and other fats and oils made from milk, milk spreads;
  • cottage cheese and cheeses, including processed ones;
  • bird eggs;
  • natural honey;
  • inactive yeast;
  • ready-made soups and broths and preparations for their preparation;
  • ice cream, except for those produced on a fruit and berry basis, fruit and food ice.
  • feed grain: hard and soft wheat, rye, barley, oats, corn;
  • propolis, beeswax and waxes of other insects, spermaceti;
  • compound feed;
  • fertilizers of plant and animal origin;
  • raw hides, hunting trophies, stuffed animals.

What should a retail store do in the system?

Within 1 working day from the date of delivery and acceptance, the retail store must redeem in the VSD system for the transport consignment. If you accepted the goods in part, you must indicate the discrepancies when canceling. A returnable VSD will be issued automatically.

Important! If you have received a cargo, but the VSD is not issued for it in the Mercury system, you cannot accept the goods.

What if we don't have the Internet? Can you continue to work with paper VSD?

There are two possible options: either you simply have not yet connected to the Internet, or you work in an area where this is not possible.

  • In the first case, you cannot use paper IRR. And since e-certification is mandatory for you from July 1, 2018, you must establish and test your internet connection before that date. If you do not want to connect, you can provide access to the system to your authorized representative, who will extinguish the VVD for you and make refunds. The law does not establish requirements for such a representative: it can be a supplier (if it agrees) or a third-party company.
  • In the second case - if you work in an area where there is no access to communication means and therefore it is impossible to connect to the Internet - you can continue to work with paper VSD.

Be careful! The list of places where there is no Internet access point is approved by the subjects of the federation.

Is it possible to delay the start of the Mercury system?

The launch of the Mercury system has already been postponed: from January 1, 2018, it was postponed to July 1, 2018. Until that day, it is not necessary to issue electronic VSD, but it is wrong and dangerous for retail to count on a further delay after July 1, 2018: then, in the first days of July, those who did not have time to register will no longer be able to send and receive goods.

There is still time until July 1, but we recommend not postponing the transition to electronic certification. It will take some time to process your application for registration in the Mercury system. And then you still need to master a complex system, get used to working in it and, possibly, train employees. Therefore, it is important to register as soon as possible. Do not put it off until the last day - fill it out and send it to Rosselkhoznadzor right now.

Will there be fines?

The penalty for non-compliance with the requirements of the Federal Law dated July 13, 2015 No. 243 is provided for by Art. 10.8 Administrative Code. So, if a car with a cargo controlled by the State Veterinary Supervision Service is stopped for inspection, the forwarder will have to present information about eVSD: QR codes or unique UUIDs (the main requisite of the electronic VSD), which can be checked in the public service of the Mercury system. In the absence of VSD, a fine will be imposed: from 3000 rubles. per driver or from 10,000 to 20,000 rubles. to a legal entity, according to Art. 10.8 Administrative Code. For a legal entity, a measure of responsibility may also be the suspension of activities for up to 90 days.

All companies involved in the circulation of goods of animal origin are required to switch to electronic veterinary certification through the federal state information system (FSIS) "Mercury". These are manufacturers and distributors of goods supervised by the State Veterinary Control - meat processing plants, poultry farms, dairies, seafood producers, as well as logistics centers, retail chains, etc. Now they can choose how to issue veterinary accompanying documents (VCD): in electronic form or on paper. From July 1, 2018, they will be required to do this only through the FSIS "Mercury". Some groups of goods did not need to be accompanied by veterinary documents at all until July 1, 2018.

How will it work?

Let's take a look at a meat processing plant as an example.

Upon receipt, the meat processing plant makes a note in the "Mercury" that he accepted this batch with a veterinary certificate under such and such a number - he extinguishes it. The meat-packing plant has produced sausage, sausages and minced meat from these raw materials and sends them to various retail outlets - for each position of its delivery, it creates new VVD. When the store accepts the goods, it needs to pay off the corresponding VSD in "Mercury".

Thus, with the help of the system, it will be possible to trace where a particular sausage came from on the counter and which farms supplied meat for it. It is planned that such a system of work with veterinary accompanying documents will not give a chance to falsification.

What is the difference?

Paper VSD- This is a document on official letterhead with a signature and seal. You can issue one for the entire consignment note, or you can issue one for separate items in it. The sender keeps the spine of the document, the forwarder takes the document with him and, if necessary, presents. If intermediate recipients are envisaged in the way of the goods, for example, a distributor, then the paper VVD is transferred along the chain from hand to hand until it reaches the final recipient, who keeps it until the expiration date of the product.

Electronic VSD is an electronic document generated by the FSIS "Mercury", the main requisite of which is a unique UUID. An electronic VSD is created for each item of the consignment note. It happens in production and transport. In production, the fact is recorded that such and such a product has been produced from a certain raw material. They do not need to be extinguished. Transport reflects the fact of movement of products, both with a change of owner and not, for example, from production to warehouse. Recipients, including intermediate ones, are obliged to extinguish such VVD and issue new ones when they send the goods for further sale.

Web version and mobile application

How to register with FSIS "Mercury"?

You need to register with Mercury in accordance with the procedure approved: either submit an application to the Rosselkhoznadzor or its territorial department on paper, or send it by e-mail. In the second case, the requirements are different for individual entrepreneurs and organizations.

In the web interface, employees of the organization can register with different rights: make requests for IRR, form them, extinguish, combine these functions. Veterinarians who are authorized persons of a body or institution included in the system of the State Veterinary Service of the Russian Federation are registered from it.

The web interface of "Mercury" is characterized by the disadvantages of any web interface: all data - product category, manufacturer, where it came from, production date, etc. - must be entered manually. At the same time, firstly, there is a risk of errors, and secondly, it takes a long time, therefore IT companies already offer solutions that allow you to automate and speed up work with VSD.

How to Prepare?

  • Already register in "Mercury" and master its web interface: create a list of products, your outlets, legal entities, etc.
  • Understand what kind of actions with electronic VVD your organization has to carry out: form, extinguish, or both. If to create, then what type: production or transport, as well as who has the right to do it. The rights to form the VSD are delimited by the Orders of the Ministry of Agriculture of the Russian Federation of 12/18/2015 No. 646, 647, 648. Proceeding from this, register your employees with the appropriate rights in Mercury.

To issue electronic VSD for products from the list according to Order No. 647, specialists need to pass certification. It is carried out by commissions that are created by the executive authorities of the constituent entities of the Russian Federation in the field of veterinary medicine. Meetings of the certification commission are held monthly. The schedule of its work is approved by the authorized bodies and posted on their official websites. The register of certified specialists is already being maintained.

  • Get acquainted with the rules of work in "Mercury". They are in Appendices 1 and 2 to the above (note that the procedure for amending this Order has been launched).
  • Estimate the amount of work with VSD. If you need to create more than 300 packages per month (remember that one IRR is for one position in the invoice, it takes three to five minutes to complete it), choose an integration solution, implement and master it by July 1, 2018.
  • If you work with retail chains, carefully study their requirements for issuing an IRR addressed to them, and then try to fulfill these requirements at least in the web interface. Don't forget about them when choosing integration.

Municipalities, off-chain retail and catering also need to prepare. Companies that only accept controlled products must register with the FSIS "Mercury", create sites and check that all suppliers correctly send accompanying documents. Such enterprises will have to master a massive state portal, even if they only extinguish incoming VVD. The optimal solution for such organizations is to select service for simplified work with Mercury.

What are the risks of non-compliance with the requirements?

If a car with a load is stopped on the way for inspection, the forwarder must show the UUID or QR code of the specific VVD. The UUID can be checked in a public service. If you scan the QR code, then it will lead to the same resource, but with the already entered UUID. How exactly the forwarder will present this data: in the form of a printout from "Mercury" or on a mobile device - it is up to the supplier to decide.

The absence of an IRR will result in a fine. According to the fine, the fine will be from 3,000 rubles if it is written out on the driver as an official, or from 10,000 to 20,000 rubles. - to a legal entity. In the latter case, the suspension of activities for up to 90 days may also be a punishment. Changes to this article are currently being proposed.
