Joint Stock Company "Yargorelektrotrans" (TIN 7602082331) (hereinafter referred to as the Company) carries out procurement activities in accordance with the norms of the Federal Law of November 18, 2011 N223-FZ "On the procurement of goods, works, services certain types legal entities"(hereinafter - Federal Law of November 18, 2011 N223-FZ.
From 07/02/2018 to the present, due to the occurrence of the following problems in the operation of the Unified Information System, the Company is not able to publish the protocol for considering applications for participation in the competition (notice No. 31806461513 dated 05/08/2018) (hereinafter referred to as the Competition), the final protocol such a competition, which is a threat of failure production processes of the Company, caused by the inability to timely provide its services with the necessary services, and may also lead to violation by the Company of the deadlines established by the Federal Law of November 18, 2011 N223-FZ for posting information on the ongoing procurement in the Unified Information System.
On July 02, 2018, the Company carried out a procedure for reviewing, evaluating and comparing applications for participation in the Competition (hereinafter referred to as the Protocol). On the same day, an attempt was made to publish the protocol generated based on the results of this procedure in the Unified Information System, during which the following problems were identified in the operation of the Unified Information System that prevented the placement of such a protocol:
When forming the Protocol on the UIS website in the “Consideration of applications” section, after indicating information about the rejection of applications for participation in the competition, the grounds for making such decisions in the “Reason for refusal” fields, and clicking on the “Save” or “Next” buttons provided for by the UIS functionality, the system message is displayed:
« Must be filled out required fields:
- Reason for deviation
- Grounds for deviation."
The specified system message is blocking further actions Society for attaching the Protocol file, publishing the generated protocol and only allows you to cancel previously performed actions. Subsequent attempts by the Society to re-formulate the Protocol and indicate information about the results of consideration of applications led to a similar result.
During the period from 07/02/2018, 07/03/2018, 07/04/2018, the Company sent requests describing the problems that arose in the operation of the UIS with the attachment of all necessary information to the address Email services technical support EIS ( [email protected]), in response to which the Company has not yet received notifications about registration of applications, or other information about the status of consideration of applications. In addition, during the specified period of time, the Company made daily calls to the UIS technical support line, and the support service operators were informed detailed information about problems that had arisen, in response to which only recommendations were received to contact technical support in writing and clear the browser cache, which did not lead to a solution to the problem. Finishing telephone conversations With the operators of the UIS support service, messages were sent to the Company's e-mail address about the registration of requests under the numbers SD200417608, SD200422814, SD200436856 with a priority level of “4 - Low” and the termination of work on these requests from the Company.
In view of the above, we ask you:
1. Register this complaint and take appropriate measures to eliminate the problems that have arisen by the EIS technical support service;
2. Explain the order of the customer’s actions in a situation where publication of information about ongoing purchases in the Unified Information System within the established time frame is impossible due to the lack of opportunity full-fledged work in your EIS personal account due to technical problems with the system;
3. Explain the regulatory period for consideration of customer requests by the EIS technical support service.

Registration in ERUZ EIS

From January 1, 2019 to participate in tenders under 44-FZ, 223-FZ and 615-PP registration is required in the ERUZ register ( Single register procurement participants) on the EIS portal (Unified Information system) in the field of procurement zakupki.gov.ru.

We provide a service for registration in the ERUZ in the EIS:

  • prevention or system update;
  • increased load on the server - too many users decided to use the UIS at the same time;
  • non-working day - sometimes the system gets out of control on weekends or holidays;
  • the problem is on the user side - for example, outdated browser or problems with Internet access.

What to do

Customers know that there are serious fines for late placement of data in the Unified Information System. Therefore, if problems arise in its operation, they must be resolved as quickly as possible.

Check if your Internet connection is working correctly and if you are using a browser modern version. Sometimes clearing the browser cache (the memory in which it stores temporary data) helps solve the problem. This is basically all you can do on your own.

If the problem is not resolved, you must immediately report it to the EIS support service. This can be done by calling the telephone numbers indicated in the system - specialists are available around the clock. If the problem requires more detailed attention, the contact center employee will offer to write a request via email. It is worth taking screenshots (screenshots) that will confirm that the EIS really did not work, and attach them to the letter. This way you can, for example, record an error message. Upon request from the user, an incident will be created, which specialists will review in the near future. When the error is resolved, the user will be notified.

If for some reason your email request is not accepted, the operator does not answer calls or the support service cannot resolve your issue, it is advisable to contact the portal of the public organization “Forum of Contractual Relations”, operating with the support of the Ministry of Economic Development. Here you can place an official complaint about the work of the EIS. To do this, you need to register and log in to the portal, place a complaint in in electronic format and attach a scanned copy of its paper version on the organization’s letterhead with the signature of the manager.

Recordings of telephone conversations, history of correspondence with the support service, screenshots of UIS errors and filed complaints can help if due to incorrect operation systems to the customer, questions will arise from regulatory authorities. This will help prove that the deadline for posting information in the Unified Information System was violated for a reason that did not depend on the customer, and he, in turn, did everything to prevent the violation from happening.

1. What is EIS?

As already mentioned in the introduction to the article, the UIS stands for a unified information system.

According to clause 9 of Article 3 of the Federal Law of 04/05/2013 No. 44-FZ “On the contract system in the field of procurement of goods, works, services to ensure government and municipal needs” (hereinafter referred to as 44-FZ)unified information system in the field of procurement — a set of information contained in databases, information technologies And technical means, ensuring the formation, processing, storage of such information, as well as its provision using the official website of the unified information system on the Internet (hereinafter referred to as the official website).

2. Official website of the EIS

From January 1, 2016, the official website of the Russian Federation on the Internet for posting information on placing orders for the supply of goods, performance of work, and provision of services was replaced by a unified information system in the field of procurement.

The main goal of creating such an information system was to increase the transparency of government procurement, so that all processes within the contract system from the procurement planning stage to the completion of contracts would become more public.

All information contained in the UIS is open (except for information containing state secret) and is provided free of charge. In addition, such information must be complete and reliable.

Responsible government agency for developing the concept and defining functional requirements The Ministry of Economic Development of Russia (MED) is affiliated with the EIS. And the responsible department for the development and operation of the system is the Federal Treasury.

On initial stage Two options were considered for creating a unified information system in the field of procurement:

  1. creation of a system based on the existing government procurement website;
  2. creating a system from scratch.

Due to the fact that the second option turned out to be more resource-intensive, it was decided to create a system based on the existing website. For this reason, the EIS address remained the same - www.zakupki.gov.ru.

The old version of the EIS is located at - http://old.zakupki.gov.ru/.

According to Part 7 of Article 4 of 44-FZ, constituent entities of the Russian Federation and municipalities have the right to create regional and municipal information systems in the field of procurement, integrated with a unified information system. However, if there are discrepancies in the information posted on the website of the subject and the Unified Information System, priority is given to the information posted in the unified information system. Those. to suppliers, this suggests that in order to search for information about ongoing public procurement, both within the framework of 44-FZ and 223-FZ, the functionality of the EIS will be more than enough.

3. What information is contained in the unified information system?

According to Part 3 of Article 4 of 44-FZ, the UIS must contain:

3) information on the implementation of procurement plans and schedules (from January 1, 2017);

4) information about the conditions, prohibitions and restrictions on the admission of goods originating from a foreign state or a group of foreign states, works, services, respectively, performed or provided by foreign persons, a list of foreign states, groups of foreign states with which the Russian Federation has concluded international agreements on mutual application of national treatment in procurement, as well as the conditions for applying such national treatment;

5) information on procurement and execution of contracts;

6) register of contracts concluded by customers;

7) ;

8) a library of standard contracts, standard contract terms;

9) register of bank guarantees;

10) a register of complaints, scheduled and unscheduled inspections, their results and orders issued;

11) list of international financial organizations created in accordance with international treaties to which it is a party Russian Federation, as well as international financial organizations with which the Russian Federation has concluded international agreements;

12) results of procurement monitoring, audit in the field of procurement, as well as control in the field of procurement;

13) customer reports provided for by 44-FZ;

14) catalogs of goods, works, services to meet state and municipal needs;

15) regulatory legal acts;

16) information on the prices of goods, works, services purchased to meet state and municipal needs in commodity markets, as well as on requests for prices of goods, works, and services placed by customers;

17) other information and documents, the placement of which in the unified information system is provided for by 44-FZ, Federal Law of July 18, 2011 No. 223-FZ “On the procurement of goods, works, services by certain types of legal entities” (hereinafter 223-FZ) and adopted in accordance with them other regulatory legal acts.

4. What does the UIS provide?

EIS provides:

  • generation and placement of information through information interaction UIS with other information systems without the need additional input to your EIS personal account;
  • exercising control over information and documents to be placed in the Unified Information System in interaction with other information systems;
  • transition to the use of OKPD2 and OKVED2;
  • implementation functionality for the Federal Corporation for the Development of Small and Medium Enterprises;
  • implementation of expanded functionality for control bodies and audit bodies;
  • use of reinforced unskilled electronic signature for signature electronic documents;
  • submission of applications for participation in determining the supplier (contractor, performer) in the form of an electronic document.

5. Advantages of the EIS

Main and fundamental difference a unified information system from the previously existing public procurement website is the maximum automation of the procurement process from posting a notice to summing up and executing the contract. All data entered into the system is processed automatically, and the required reporting is generated based on this data. The entire document management system is publicly available on the website.

The EIS is tightly connected with other regional information systems and electronic platforms, which together creates a single information space.

Also a definite plus is also the fact that all procurement plans, as well as schedules, will be placed in the Unified Information System (from January 1, 2017) only in a structured (machine-readable) form. This innovation will significantly expand the ability to search for procurement information using simple search queries, as, for example, in search engine Yandex or Google.

I note that on the old government procurement website these documents were posted in scanned form, which did not allow suppliers and other interested parties to fully search for information. Now, this innovation will allow suppliers to predict in advance the demand among customers for their goods, works or services and draw up a long-term plan for participation in procurement.

In addition to functional changes, the developers also carried out technological work to increase the performance and fault tolerance of the UIS, improved search functions, created a search parameter constructor, optimized user interface its open part. The system has become more modern and beautiful interface. However full set capabilities will be available to users from January 1, 2017.

6. Legislative regulation of the work of the UIS

The requirements for the creation and supervision of the EIS are described in Federal Law No. 44-FZ as well as in Government Decrees of September 30, 2014 No. 996 “On the distribution of powers between the Ministry economic development and the Federal Treasury when creating the Unified Information System" and dated January 23, 2015 No. 36 "On the procedure and timing for commissioning the Unified Information System."
