The Russian Science Foundation was created on the initiative of the President of the Russian Federation in 2013 in order to support fundamental and exploratory research, development of scientific teams occupying leading positions in a certain field of science.

To achieve the goal of its activities, the Foundation conducts a competitive selection of scientific, scientific and technical programs and projects in several areas:

  • conducting proactive fundamental and exploratory research by research teams, individual scientists and scientific-pedagogical workers,
  • development of scientific organizations and educational organizations of higher education,
  • creation of world-class laboratories and departments in scientific organizations and educational institutions of higher education,
  • development of an experimental base for scientific research.

Competitions

The competition “Implementation of comprehensive scientific programs that provide for the development of scientific organizations and educational organizations of higher education in order to strengthen the human resources potential of science, conduct world-class research and development, and create high-tech products” can involve programs of Russian scientific organizations and educational organizations of higher education. Grants are allocated for implementation in 2014–2018 in the amount of: in 2014 from 10 to 30 million rubles, in 2015 – from 90 to 270 million rubles, in other years – from 50 to 150 million. rub. annually. The organization must ensure, during the entire period of practical implementation of the program, the provision of annual co-financing in the amount of at least 25% of the annual funding from the Fund. An organization has the right to submit only one application to participate in the competition.

The competition “Conducting fundamental scientific research and exploratory scientific research by international scientific groups” is held for international scientific groups carrying out fundamental and exploratory scientific research on the basis of Russian scientific organizations or educational organizations of higher education located on the territory of the Russian Federation. The winners receive grants in the amount of 5 to 10 million rubles. annually. The number of projects based on one organization is not limited.

The competition “Conducting fundamental scientific research and exploratory scientific research by newly created joint scientific laboratories and universities” involves projects of laboratories created by one or more Russian scientific organizations or educational institutions of higher education, or created after January 1 of the current year. Based on the results of the competition, the winners—research teams that include the laboratory—receive grants in the amount of 10 to 25 million rubles. annually for fundamental and exploratory scientific research.

The competition “Conducting fundamental scientific research and exploratory scientific research by teams of existing scientific laboratories (departments)” involves scientific teams of structural divisions of Russian scientific organizations and educational organizations of higher education created before January 1 of the current year, as well as international scientific organizations located in Russia. Based on the results of the competition, grants in the amount of 5-20 million rubles are awarded. annually.

The competition “Conducting fundamental scientific research and exploratory scientific research by individual scientific groups” is held for scientific groups through Russian scientific organizations and educational organizations of higher education, international scientific organizations located in the Russian Federation, on the basis of which projects will be carried out. The winners are awarded grants in the amount of up to 5 million rubles. annually.

Grants are allocated in 2014 - 2016 with a subsequent possible extension of the project duration for one or two years.

Conducting fundamental scientific research and exploratory scientific research by separate scientific groups. Within this direction, the Foundation finances projects of individual scientific groups in the amount of up to 5 million rubles. per year, the duration of projects is up to 3 years with a possible extension for 2 years.

Conducting fundamental scientific research and exploratory scientific research by teams of existing scientific laboratories (departments). As part of this direction, the Foundation finances scientific projects of existing laboratories (departments) in the amount of up to 20 million rubles. per year, the duration of projects is up to 3 years with a possible extension for 2 years.

Conducting fundamental scientific research and exploratory scientific research by newly created joint scientific laboratories between a scientific organization and a university. Within the framework of this direction, the Foundation finances scientific projects of newly created joint laboratories under the conditions of integration of a scientific organization and a higher education organization in the amount of up to 25 million rubles. per year, the duration of projects is up to 3 years with a possible extension for 2 years. Each project provides for the participation of the winning organizations of the competition in the creation of the infrastructure of the new laboratory, co-financing of the project (including from the founder of the winning organization) in the amount of at least 25 percent of the Foundation’s grant.

Implementation of comprehensive scientific programs that provide for the development of scientific organizations and educational organizations of higher education in order to strengthen the human resources potential of science, conduct world-class research and development, and create high-tech products. As part of this direction, the Foundation finances complex scientific programs of individual scientific organizations or universities. The volume of grants will be up to 150 million rubles. per year, and co-financing from the winning organization (founder of the winning organization) is at least 25 percent of the Fund’s grant. The duration of the program's financing by the Foundation is 5 years.

Conducting fundamental scientific research and exploratory scientific research by international scientific groups. Within the framework of this direction, the Foundation, in the amount of up to 10 million rubles per year, finances scientific projects of international scientific teams carrying out fundamental scientific research and exploratory scientific research on the basis of Russian scientific organizations, Russian educational organizations of higher education located on the territory of the Russian Federation international (interstate and intergovernmental) scientific organizations. The duration of each project is up to 3 years with a possible extension for 2 years.

Conducting fundamental scientific research and exploratory scientific research in priority thematic areas of research. As part of this direction, the Foundation finances scientific projects in priority thematic areas of research approved by the Foundation's Board of Trustees in the amount of 4 to 6 million rubles. per year, the duration of projects is up to 3 years with a possible extension for 2 years.

Conducting fundamental scientific research and exploratory scientific research with the involvement of young researchers. Within the framework of this priority area, scientific projects have been selected under the leadership of productive scientists working on a permanent basis in scientific organizations and universities located in the regions of Russia with the exception of Moscow, Moscow region, St. Petersburg, Leningrad region, providing for participation in each of on a permanent basis, at least 2 non-resident young (up to 35 years of age inclusive) candidates of science who defended their dissertation work no earlier than January 1, 2013. The amount of funding for each project from the Foundation is up to 8 million rubles per year, the duration of the project is 3 years with a possible extension for 2 years. Projects involve the relocation of young researchers to another region.

Conducting fundamental scientific research and exploratory scientific research with presentation of results within the framework of an international conference (congress). As part of this area, the Foundation provides funding in the amount of up to 8 million rubles per year for scientific projects, which, in addition to performing fundamental and exploratory scientific research, include holding a prestigious international scientific conference (congress) on the subject of the project on the territory of the Russian Federation, which has been held at least twice before on the territory of other states. Also, as part of the project, two schools of young scientists will be held with leading Russian and foreign scientists invited as lecturers. Project duration is up to 3 years.

Conducting fundamental scientific research and exploratory scientific research in small groups under the guidance of leading Russian and foreign scientists. As part of this area, the Foundation provides funding in the amount of up to 10 million rubles per year for scientific projects involving research under the guidance of leading Russian or foreign scientists. The duration of projects is up to 3 years with a possible extension of 2 years. The condition for a foreign scientist is full-time project management with a stay on the territory of the Russian Federation (work in the organization on the basis of which the project is being implemented) for at least 183 days in a calendar year. The condition for a Russian scientist is full-time project management in a region of Russia other than his place of permanent residence or place of work for at least 183 days in a calendar year, while the organization on the basis of which the project is being implemented is located outside the territory of Moscow, Moscow region, St. Petersburg, Leningrad region.

As part of competitions, the results of which are summed up by the Foundation in 2016.

Conducting fundamental scientific research and exploratory scientific research by international research teams. Projects within this area are expected to be selected within the framework of competitions coordinated with foreign partners (as the results of the relevant negotiations are summed up and both parties are ready to announce competitions). The Foundation will finance the Russian part of the international scientific team in the amount of about 6 million rubles. per year, the duration of projects is up to 3 years with a possible extension1 for 2 - 3 years. The foreign partner will have to provide approximately parity funding for the foreign part of the international scientific team.

Conducting fundamental scientific research and exploratory scientific research by separate scientific groups. As part of this direction, the Foundation will support scientific projects of individual scientific groups (teams of researchers) in the amount of up to 6 million rubles. per year, the duration of projects is up to 3 years with a possible extension for 2 years.

Conducting fundamental scientific research and exploratory scientific research on instructions (instructions) of the President of the Russian Federation. As part of this direction, the Foundation will finance scientific projects in the areas of research defined in the instructions (instructions) of the President of the Russian Federation. The volumes and timing of project financing are approved by the Foundation’s Board of Trustees.

Unified state information system for recording research, development and technological work for civil purposes

In 2013, the Federal State Scientific Institution TsITiS completed the creation of the Unified State Information System for recording research, development and technological work for civil purposes (USISU R&D). The system was put into operation in January 2014 (order of the Ministry of Education and Science of Russia dated January 22, 2014 N 30). FGANU TsITiS by the mentioned order of the Ministry of Education and Science is determined by the organization responsible for technical support of the system.

The development of the system was based on scientific methods of systemic, comparative and logical analysis and expert assessments and the following methodological principles:

  • the fundamental importance of the legal extension of the principle of legal deposit of documents to unpublished sources for the sustainable development of the STI field;
  • implementation of system design methods through specific information technologies and supporting standards, instructions and tools that ensure the implementation of AIS life cycle processes;
  • optimized multi-user mode with a developed transaction processing system, which provides numerous users with the ability to work in parallel with the database;
  • the principle of multicomponents as the basis for creating a new generation of automated information systems, which consists in the possibility of their phased implementation and construction of heterogeneous and distributed networks;
  • classical search mechanisms based on various criteria in the system’s information resources;
  • constructing a conceptual image of a scientific document in an automated interactive mode in the form of keywords extracted from the text and the relationships between them, taking into account their statistical significance;
  • improvement of the system towards the introduction of modern computer methods and artificial intelligence technologies for the formation of linguistic support tools, structuring of subject areas, implementation of procedures for semantic text analysis and contextual search using fuzzy search algorithms, development of anti-plagiarism methods and tools, automated extraction and cultivation of new knowledge and support expert and analytical activities.

EGISU R&D allows you to organize and automate the activities provided for by federal Russian legislation (Federal Law of the Russian Federation dated December 29, 1994 No. 77-FZ “On Legal Deposit of Documents”, as amended on July 3, 2016) activities for the formation and provision of use of the national library and information collection Russian Federation in terms of unpublished sources of scientific and technical information (reports on R&D, master's and doctoral dissertations). In terms of thematic coverage (all headings of the State NTI rubricator), territorial scale, the range of developed and implemented online network services and the completeness of the information resource, which is ensured by the legislative extension of the legal deposit principle to unpublished documents, the Unified State Information System of Research and Development has no analogues in the world.

The functionality of the system implies the automation of the functions provided for by the Decree of the Government of the Russian Federation (PP) dated April 12, 2013 No. 327. The composition of the EGISU R&D funds is a complete range of full-text information on the legal deposit of unpublished documents in accordance with the Federal Law of the Russian Federation dated December 29, 1994 No. 77-FZ. Based on the Regulations approved by PP No. 327, the EGISU NIKOTR system, in addition to uploading the above information about legal deposit, provides for uploading information about the results of intellectual activity obtained during the implementation of research, development and technological work for civil purposes (RID). The functionality of the system is constantly expanding with new services.

EGIS R&D allows you to track the entire life cycle of R&D, starting from a scientific idea, documented in the form of an R&D registration card, to the protectable result (product) of R&D obtained during the work, as well as in real time, track the stages of R&D and prepare statistical reports on any of collected parameters. The information fund of the system contains over 4.2 million documents. A unique collection of results of scientific and technical activities (R&D reports, master's and doctoral dissertations) in the full range of research and development carried out in the Russian Federation has been digitally transferred to a modern information technology platform. The unified federal database on the results of scientific and technical activities serves as the constantly updated information core of the Unified State Information System of Information Technology and Research and Development. During the reporting period, on average, more than 25.5 thousand R&D. Number of applicants full-text reports on R&D for 2013 – 2015 on average annually was over 13 thousand. The database of information providers contains more than 12 thousand organizations. The software and technological complex for preparing information publications is focused on the production of electronic publications according to 24 thematic episodes.

Federal information system of state scientific certification

FIS State Tax Administration- information system for supporting state scientific certification processes (certification files - degrees, titles, petitions, statistics).

FSANU CITiS provides support for the industrial operation and modernization of the Unified State Information System for monitoring the processes of certification of scientific and scientific-pedagogical personnel of the highest qualification of the Ministry of Education and Science of the Russian Federation (EGISM VAK). The system is designed to provide information and software support for the provision of public services and solve the following main tasks in the field of state scientific certification:

  • awarding academic degrees, conferring academic titles, deprivation, restoration of academic degrees and academic titles;
  • issuing, at the request of educational organizations of higher education, organizations of additional professional education and scientific organizations, permits to create dissertation councils on their basis, determining and changing the composition of these councils, determining lists of specialties for which these councils are granted the right to accept dissertations for defense;
  • recognition in the Russian Federation of academic degrees and academic titles received in a foreign country;
  • information support for the activities of the Higher Attestation Commission and the expert councils of the Higher Attestation Commission;
  • placement on the Internet information and telecommunications network of information about dissertation councils, scientific advisors, scientific consultants, opponents and leading organizations, abstracts and full texts of dissertations for the scientific degree of Candidate of Sciences, scientific degree of Doctor of Science, reviews of scientific advisors, scientific consultants, official opponents, leading (opposing) organizations and other reviews received for dissertations and abstracts, appeals against decisions of dissertation councils on the issue of awarding the scientific degree of Candidate of Sciences, the scientific degree of Doctor of Sciences. The placement of full texts of dissertations is carried out in accordance with the requirements of the civil legislation of the Russian Federation;
  • formation of a database of dissertations for the scientific degree of Candidate of Sciences, scientific degree of Doctor of Sciences.

The following methods were used to implement the system:

  • methods for processing large volumes of heterogeneous information (Big Data);
  • methods of integration and interaction of geographically distributed system components.

Federal State Information System for Territorial Planning

An information and analytical system that provides access to information contained in state information resources, state and municipal information systems, including information systems for supporting urban planning activities, and necessary to support the activities of state authorities and local governments in the field of territorial planning.

The main goal of FSIS TP – increasing the efficiency of the strategic and territorial planning process through the development of an information and analytical system that ensures the balance of planning documents at various levels and their coordination with a variety of planning subjects (federal and regional government authorities, local governments), as well as creating conditions for increasing awareness and participation in planning processes for the development of territories of legal entities and individuals. This achieves the improvement of the activities of state authorities and local governments authorized in the field of urban planning through the introduction of automated regulations for the performance of functions and the provision of services using digital technologies and information resources of a unified information system. The scope of applicability of the system is expanding for its use not only in urban planning, but also in other areas of activity of state and municipal authorities.

In accordance with Part 1 of Article 57.1 of the Town Planning Code of the Russian Federation(hereinafter referred to as the City Code of the Russian Federation) and “Rules for maintaining the Federal State Information System for Territorial Planning”, approved by Decree of the Government of the Russian Federation of April 12, 2012 No. 289, the purpose of FSIS TP is to ensure the following processes:

  • in electronic form to information contained in state information resources, state and municipal information systems, including information systems for supporting urban planning activities, and necessary to support the activities of state authorities and local governments in the field of territorial planning;
  • information and analytical support for the activities of government bodies of the Russian Federation, government bodies of constituent entities of the Russian Federation, local government bodies, legal entities and individuals for the development of territories;
  • publicity of adoption and implementation of decisions in the field of territorial planning by state authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation, local government bodies

In 2014-2015 FGANU CITiS carried out work on the development of the federal state information system for territorial planning (FSIS TP), the following key works were completed:

  • the system software was completely replaced with domestic software;
  • a FSIS TP subsystem has been created for performing automated format and logical control of territorial planning documents;
  • the system is accessible through modern web browsers, including mobile devices;
  • a module for expert assessment of territorial planning documents has been developed;
  • An analytical functionality has been developed that allows for comparison of territorial planning documents with other strategic planning documents;
  • a subsystem of information interaction in electronic form has been developed between information systems in the field of urban planning activities at the regional level of the Russian Federation (RGISOGD) and information systems for supporting urban planning activities at the municipal level of the Russian Federation (ISOGD) and other information systems.

When developing the system the following were used:

  • methods for optimizing the creation of large-scale, geographically distributed systems;
  • methods for optimizing logistics class problems.

Until January 1, 2015, over 47 thousand documents; in 2015 loaded into the system 12 237 documents. In total there are 24 122 user of the system (representatives of government authorities at all levels).

Functional purpose of the Corporate Portal

The functional purpose of this component is the automation in the local computer network of the institution of the following priority work processes of officials within the framework of the functional requirements updated based on the results of the pre-project survey of the institution:

  • the process of performing standard functions for ordering a pass for visitors to an institution;
  • the process of performing standard functions of booking a meeting room for the duration of a meeting with maintaining a history of actions;
  • the process of performing standard functions of booking a meeting room (ZVKS meeting room) for the duration of a meeting with maintaining a history of actions;
  • the process of performing standard functions for filling out and transmitting an application to the logistics service and processing it in the service (receiving, executing the received application and issuing a response to the executed application);
  • the process of performing standard functions of filling out and submitting a request to the technical support (IT) service and its processing in the service;
  • the process of performing standard functions for maintaining a schedule of absence of institution employees from the workplace;
  • the process of managing news and information about events at all stages of the life cycle with maintaining a history of actions;
  • the process of managing photo and video files at all stages of the life cycle, maintaining a history of actions;
  • the process of conducting surveys and voting for employees of the institution;
  • the process of generating, posting and searching (full-text and by details) in the library of documents regulating the activities of the institution (regulatory regulations, methodological recommendations, etc.) for employees of the institution;
  • the process of working with the organizational structure (viewing, editing, assigning a role to the organizational structure of an institution with the ability to go to the Employees module);
  • the process of users working with the telephone directory (selecting from a list of selected employees and quickly finding their contact information);
  • the process of managing the placement of labels for various information web resources;
  • the process of users creating and editing their events in the Calendar;
  • the process of placing files in file storage;
  • process of working with email.

Operational purpose of the Corporate portal

The operational purpose of the CP is to automate the daily activities of employees of the institution as part of the performance of official duties through modules provided for implementation.

Electronic document management system (EDMS)

Functional purpose of EDMS

The functional purpose of this component is the automation in the local computer network of the institution of the following priority processes of the institution’s activities within the framework of the functional requirements updated based on the results of the pre-project survey of the institution:

  • process of processing incoming correspondence;
  • process of processing outgoing correspondence;
  • process of working with citizens' appeals;
  • process of processing official correspondence;
  • process of execution of orders;
  • protocol-keeping process;
  • the process of supporting the project activities of working groups.

The operational purpose of EDMS is to automate document flow processes and control performance discipline in an institution.

EDMS structure


Unified information system for supporting the activities of the Ministry of Education and Science of the Russian Federation

FGANU CITiS in 2010-2012. developed and since 2013 has been developing the Unified Information System for supporting the activities of the Ministry of Education and Science of Russia (EIS). A toolkit for monitoring the condition of educational and scientific facilities at the federal, regional and municipal levels, educational organizations and scientific institutions of various forms of ownership and innovative business structures was developed. The UIS has become an integration and technological basis for the formation of a unified information space of education and science and is used by the Ministry of Education and Science of Russia as a basic tool in solving problems of monitoring the state of education and science in the Russian Federation.

Design principles and system-technical solutions for creating large-scale distributed systems have been developed using:

  • methods for optimizing distributed large systems;
  • methods of complete linguistic analysis and targeted information retrieval in distributed systems.

Currently, the UIS has organized more than 7,700 personal accounts (remote subscriber points) of various organizations, including federal and regional executive authorities, the main managers of federal budget funds, educational organizations of higher and professional education, scientific institutions and some other organizations. The number of registered active users of the EIS exceeds 10,500. Every year, the Ministry of Education and Science of Russia conducts, using personal accounts of the EIS, about 120 monitoring and data collections on 3,000 indicators in the field of education and science, the results of which are then transferred to the Office of the Government of the Russian Federation or to the Administration of the President of the Russian Federation.

The main objectives of the UIS are:

  • collection of operational and statistical data at the request of structural divisions of the Ministry of Education and Science of Russia and the formation of summary analytical information based on the results of collection.
  • providing EIS users with statistical and analytical information in the form of tables, graphs and histograms on indicators of activity in the field of education and science with detailing by levels of constituent entities of the Russian Federation and federal districts, including visualization on a map of the Russian Federation.
  • providing UIS users with information and analytical services, including automatic generation of analytical reports.

Federal segment of the unified interdepartmental student enrollment system

GIS "Contingent"- a unified federal interdepartmental system for recording the student population in basic educational programs and additional general education programs is being developed in accordance with the action plan (“road map”) approved by Decree of the Government of the Russian Federation dated February 14, 2015 No. 236-r.

Types of activities (tasks) for which the System was created:

  • Ensuring uniform registration of students in higher education programs;
  • Information exchange (integration) with the federal segment and information systems of universities;
  • Ensuring manual remote data entry (for higher education organizations that do not have information interface capabilities);
  • Formation of summary analytical and statistical information about students in higher education organizations, including overlaying information on a map;
  • Data verification (checking for technical errors, duplications, relevance and reliability of data about students and higher education organizations).

GIS “Contingent” is a combination of information about a child stored in various departments. It is planned to partially connect the information systems of other institutions: from the civil registry office systems it will receive information about the birth of a child, from the Federal Migration Service - about the place of registration and citizenship, from the Pension Fund - SNILS, from the student’s electronic diary, which each school still has its own - information about the student’s progress , from the university database - information about exams passed and courses taken. This will make it possible to no longer require documents from students and their parents confirming their right to receive benefits, will reduce the burden on teachers to fill out various reporting forms about students, which in the future will be able to be generated automatically, and will allow us to obtain prompt information about the needs in educational organizations, which is necessary for planning construction of new schools and kindergartens, and much more.

The creation of the GIS “Contingent” is a complex project that involves several federal ministries, as well as authorities of the constituent entities of the Russian Federation. The Ministry of Telecom and Mass Communications of Russia is generally responsible for the creation of the Contingent GIS. The Russian Ministry of Education and Science provides regulatory and methodological support for the project. The Ministry of Labor of Russia, the Ministry of Culture of Russia, the Ministry of Sports of Russia, the Federal Migration Service of Russia, and the Pension Fund of Russia provide data for inclusion in the GIS “Contingent”.

The authorities of the constituent entities of the Russian Federation are responsible for the creation of the GIS “Contingent” at the regional levels and the connection of regional applied information systems.

Basic instrumental complex "Sirius"

The developed basic instrumental complex “Sirius” (hereinafter referred to as “Sirius”) is used in almost all projects for creating AIS of various classes, both in open and special topics.

The important advantages of the Sirius technology, which contains important mechanisms for maintaining the “long life” of the software being developed, are:

  • technological independence;

CIS RGNF allows you to automate the support of the RGNF competition cycle, as well as the creation of a modern infocommunication infrastructure of the Foundation.

The goal of the Russian Humanitarian Science Foundation is to create favorable conditions for the formation of the country's scientific elite.

The foundation for achieving the set goals is the Integrated Information System CIS RGNF (hereinafter referred to as the System).

The purpose of the RGNF CIS is the creation of a unified information and communication space and the introduction of new computer technologies that ensure the automated implementation of all the main processes in the life cycle of the RGNF activities.

CIS RGNF consists of:

  • Subsystems for interaction with grant applicants and experts;
  • Competitive cycle support subsystems;
  • Advantages of CIS RGNF;
  • Remote registration of applications;
  • Remote provision of reporting information on the progress of implementation of supported projects;

Information and analytical system of the Russian Science Foundation

IAS RSF ensures increased controllability of key processes and efficiency of the core activities of the Russian Science Foundation (hereinafter referred to as the RSF) by automating the tasks of the competitive selection of scientific, scientific and technical programs and projects carried out by the RSF.

The use of the RSF IAS helps improve the process of supporting the RSF competition cycle by increasing the quality and speed of processing official information; processing a large volume of scientific information obtained from various sources; providing grant applicant users, RSF experts, expert councils and RSF staff with a wide range of modern information processing tools, as well as increasing the efficiency of the Russian Science Foundation through the introduction of modern and promising software products.

The software components of the RSF IAS are based on the freely distributed Sirius-Fond software package in a basic configuration, tested at the RSF, and uses information arrays accumulated during testing of the Sirius-Fond PC.

Federal Register of Information on Educational Documents and (or) Qualifications, Training Documents

In accordance with the Decree of the Government of the Russian Federation dated August 26, 2013 No. 729 “On the federal information system “Federal Register of information on documents on education and (or) qualifications, documents on training” and on the basis of parts 9 and 10 of Article 98 of the Federal Law dated 29 December 2012 No. 273-FZ “On Education in the Russian Federation”, FIS FRDO was created, which is designed to ensure automated collection of information about issued educational documents, accumulation of this information in a single database, ensuring safe storage and use of information contained in the information system, including for their processing, generalization and analysis. The owner of the information contained in the FIS FRDO is the Russian Federation.

FIS FRDO is a two-circuit system - with open and closed (confidential) circuits. The open circuit contains a program for checking the availability of information about educational documents without checking user registration. The closed loop houses the main functional software modules (special software - SPO), namely: a module for collecting data on higher vocational education (HPE Module), a module for collecting data about secondary vocational education (SPO Module), a module for collecting data about issued certificates knowledge of the Russian language, knowledge of the history of Russia and the fundamentals of the legislation of the Russian Federation (Module “Migrants”). Each functional module of the FIS FRDO implements a format-logical control block, a feedback block, and a user control block. The functional modules of FIS FRDO are built on a client-server model.

In addition, a technological module for verifying an electronic signature is located in a closed loop, which ensures verification of the presence and reliability of an electronic signature, the integrity of information received from users - sources of information.

FIS FRDO is used in educational organizations that issue educational documents, as well as in federal government bodies and executive authorities of constituent entities of the Russian Federation that carry out public administration in the field of education, local government bodies that carry out management in the field of education

FIS FRDO interacts with other state information systems and information and telecommunication networks, as well as with infrastructure that ensures unified information and technological interaction of information systems used to provide state and municipal services in electronic form, ensuring the confidentiality and security of the personal data contained in them in accordance with the requirements of the current legislation of the Russian Federation.

The goals of creating FIS FRDO are:

  • providing departments and employers with reliable information about the qualifications of job applicants;
  • reducing the number of violations and corruption in educational organizations;
  • improving the quality of education by providing the public with reliable information about graduates;
  • collection of information about issued educational documents from educational organizations, accumulation of this information in a single database for generalization and analysis.

The information system “Map of Russian Science” is designed to regularly and automatically update the database of scientists and organizations, including indicators of their activities, carry out statistical analysis of research activity and provide the basis for creating analytical materials on the state of the Russian research and development sector.

The information system “Map of Russian Science” uses only publicly available data officially obtained from the following sources:

  • Scientific Electronic Library LLC eLIBRARY.RU (scientific publications included in the Russian Science Citation Index for the period from 2007 to 2015)
    Within the specified source, an array of publications is provided, formed as a result of processing Russian scientific journals included in the Russian Science Citation Index, and containing bibliographic information extracted from articles and article references. The data provider provided a selection of publications by type (genre) “Journal Article”.
  • THOMSON REUTERS (SCIENTIFIC) INC. (scientific publications indexed in the Web of Science database and an array of data on foreign patents issued to Russian organizations for the period from 2007 to 2015).

Unified state information system about the situation in the world's oceans

ESIMO– an interdepartmental information system for access to resources of maritime information systems and comprehensive information support for maritime activities. ESIMO is being developed within the framework of the Federal Target Program “World Ocean”. In pursuance of the Decree of the Government of the Russian Federation dated December 29, 2005. No. 836 “On approval of the Regulations on ESIMO” the first stage of the system is functioning. The full-featured version was launched in 2013.

FGANU CITiS performs the functions of the ESIMO Center of the Ministry of Education and Science of Russia (Decree of the Government of the Russian Federation dated December 29, 2005 No. 836, order of the Ministry of Education and Science of Russia dated September 12, 2007 No. 254).

FGANU CITiS develops technologies for creating and implements the maintenance of the following information resources of ESIMO:

  • maritime activities of the Russian Federation according to media reports;
  • socio-economic situation in the coastal regions of the Russian Federation according to media reports;
  • plans for marine scientific research in the Russian Federation;
  • reports on research and development work carried out in the Russian Federation on maritime topics.

Automated information system of the state data bank on children left without parental care

Target: creation of an automated information system for a state data bank on children left without parental care and a register of citizens wishing to accept children into their families.

Tasks:

  • Development of a concept, design solutions, application software, working documentation, creation of an automated system, deployment of a secure network No. 837 “Children of Russia”
  • Development of an information security system for an automated system, certification of special software "Aist", certification of the server and user segments of the automated system of the federal data bank
  • Carrying out tests of the automated system prescribed by the state standard (GOST 34) and putting it into permanent operation

Results of the work performed:

In accordance with the order of the Ministry of Education and Science of Russia dated May 27, 2013 No. 405 “On the procedure and timing for commissioning the automated information system of the state data bank on children left without parental care,” the FSANU TsITS put into permanent operation the AIST GBD.

In order to protect personal data about children left without parents, FSANU TsITiS created a secure network No. 837 “Children of Russia” based on the ViPNet software package.

The composition of the AIST GBD includes:

  • Automated system of the Federal Data Bank about Children - AS FBD (located in the Ministry of Education and Science of the Russian Federation);
  • 85 automated systems of the Regional Data Bank of Children - AS RBD (located in the constituent entities of the Russian Federation);
  • 1,500 municipal software and hardware complexes - MPTK (located in the guardianship and trusteeship bodies of municipalities).

In 2015, FGANU CITiS recertified the server and user segments of the AS FBD (located in the Ministry of Education and Science of the Russian Federation).

In 2016, the modified Aist software was re-certified.

Currently, FSANU CITiS provides technological support for AIST GBD.
