Usually you need to change the size of the picture, for example, to insert it on the site. From the menu, select the Home tab and click Resize. By default, the Percentage checkbox is selected. It's not very convenient, check the box for pixels. The dimensions of the picture in pixels will be displayed. Enter the desired horizontal or vertical dimension. The second size is adjusted automatically if the Maintain aspect ratio checkbox is checked. Click Ok to save the changes. The only thing left is to save the picture in the required format. In the menu, select File - Save As. In the right part of the window, select the desired format. I choose JPEG Image.
If you cut out only a part of the picture, then in Paint "most of the sheet may turn out to be empty, pure white. This is easy to fix. After the Insert button, the Crop button becomes available. Click on it and the unfilled part of the sheet will be automatically cropped to the edges of the image. Or move the cursor to the lower right corner of the blank part of the sheet As soon as a double-headed arrow appears, press LMB and, without releasing the button, move the border of the sheet diagonally to the edge of the image. Release the button. Now the cropped image can be saved.
Also in Paint itself it is possible to crop the picture. Press LMB and, without releasing, select the desired part of the picture. The Crop button will become available. Press it and the picture will be cropped to the desired size. It remains to save it as described above.
It is also possible to Cut, Copy and Rotate and move the picture.
