TECHNICAL OPERATION OF POWER PLANTS AND NETWORKS OF THE RUSSIAN FEDERATION

Mandatory for thermal power plants operating on fossil fuel, hydroelectric power plants, electrical and heating networks of the Russian Federation

and for organizations performing work in relation to these objects

FOREWORD

The rules for the technical operation of power plants and networks of the Russian Federation have been revised and supplemented on the basis of newly issued legislative acts and regulatory and technical documents, taking into account the experience of operating equipment, industrial buildings and communications. Changes in the structure of administrative and economic management, as well as forms of ownership in the energy sector have been taken into account.

The Rules set out the main organizational and technical requirements to the operation of energy facilities, the steady implementation of which will ensure the economic, reliable and well-coordinated operation of all links of energy systems.

Requirements for the design, construction, installation, repair and arrangement of power plants and equipping them with means of control, automation and protection are set out in these Rules briefly, as they are considered in other regulatory and technical documents.

All current regulatory and technical documents must be brought in line with this edition of the Rules.

1. Organization of operation

1.1. Main provisions and objectives

1.1.1. This Regulation applies to thermal power plants operating on fossil fuel, hydroelectric power plants, electrical and heating network Of the Russian Federation, and organizations performing work in relation to these objects.

1.1.2. At each power facility, boundaries and functions for servicing equipment, buildings, structures and communications between production units (workshops, sections, laboratories, etc.) should be allocated, as well as the job functions of personnel.

1.1.3. Safe operation of equipment, buildings and structures is ensured by the provisions of instructions and other regulatory and technical documents.

1.1.4. Each employee of the industry, within the limits of his functions, must ensure that the device and operation of equipment, buildings and structures of power plants and networks comply with safety and fire safety rules.

1.1.5. The main task of power plants, boiler houses, electrical and heating networks is the production, transformation, distribution and supply electrical energy and heat to consumers (hereinafter - energy production).

1.1.6. The main technological link of energy production is the power system, which is a combination of power plants, boiler houses, electrical and heating networks (hereinafter referred to as power facilities), connected by a common operating mode and having a centralized operational dispatch control.

1.1.7. Employees of power facilities are obliged to:

maintain the quality of supplied energy - normalized frequency and voltage electric current, pressure and temperature of the coolant;

observe operational and dispatch discipline;

ensure maximum efficiency and reliability of energy production;

comply with industrial and fire safety rules during the operation of equipment and structures;

comply with labor protection rules;

to reduce the harmful effect of production on people and the environment;

ensure the uniformity of measurements in the production, transmission and distribution of energy;

to use the achievements of scientific and technological progress in order to increase efficiency, reliability and safety, improve the ecology of the power facility and the environment.

1.1.8. At each power facility between structural divisions, functions and boundaries for servicing equipment, buildings, structures and communications should be allocated.

1.1.9. Power systems must carry out:

development of production to meet the needs for electricity and heat;

efficient operation of power plants and networks by reducing production costs, increasing the efficiency of power use installed equipment, implementation of measures for energy saving and the use of secondary energy resources;

increasing the reliability and safety of equipment, buildings, structures, devices, control systems, communications;

renovation of basic production assets through technical re-equipment and reconstruction of power plants and networks, modernization of equipment;

introduction and development of new technology, operation and repair technology, effective and safe methods of organizing production and labor;

professional development of personnel, dissemination of advanced production methods.

Organizations engaged in the design, adjustment, operation of power facilities associated with an increased industrial hazard must have permits (licenses) issued in accordance with the established procedure.

1.1.10. Supervision of the technical condition and implementation of measures to ensure the safe maintenance of equipment and structures, rational and effective use fuel and energy resources are carried out by state control and supervision bodies.

1.2. Acceptance of equipment and structures for operation

1.2.1. Fully completed construction of power plants, boiler houses (steam and hot water), objects of electrical and heating networks, as well as, depending on the complexity of the power facility, their queue and start-up complexes must be put into operation in the manner prescribed by the current rules. This requirement also applies to the commissioning of power facilities after expansion and reconstruction.

1.2.2. The launch complex must include one that ensures normal operation at given parameters, a part of the total design volume of a power facility, consisting of a set of structures and facilities assigned to certain power plants or to the power facility as a whole (without reference to specific power plants). It should include: equipment, structures, buildings (or their parts) of the main production, auxiliary production, auxiliary, household, transport, repair and storage purposes, a landscaped area, catering points, health centers, dispatch and technological control facilities (SDTU) , communication facilities, engineering communications, treatment facilities that ensure the production, transmission and supply of electricity and heat to consumers, the passage of ships or fish through ship-passing or fish-passing devices. To the extent envisaged by the project for this start-up complex, standard sanitary and living conditions and safety for workers, environmental protection of the environment, and fire safety must be ensured.

1.2.3. Before the commissioning of the power facility (start-up complex), the following must be carried out:

individual tests of equipment and functional tests of individual systems, which are completed for power units by a trial run of the main and auxiliary equipment;

complex testing of equipment.

During the construction and installation of buildings and structures, intermediate acceptance of units of equipment and structures, as well as hidden works, must be carried out.

1.2.4. Individual and functional tests of equipment and individual systems are carried out with the involvement of the customer's personnel according to design schemes after the completion of all construction and installation work on this node... Before individual and functional tests, the fulfillment of these Rules, building codes and regulations, standards, including labor safety standards, technological design standards, rules of state control and supervision bodies, norms and requirements of environmental legislation and other state supervision bodies, rules for electrical installations should be checked , labor protection rules, explosion and fire safety rules.

1.2.5. Defects and deficiencies made during construction and installation, as well as equipment defects identified in the process of individual and functional tests, must be eliminated by construction, installation organizations and manufacturers before the start of comprehensive testing.

1.2.6. Test runs are carried out prior to complex testing of power facilities. During a test run, the operability of equipment and technological schemes, the safety of their operation should be checked; all monitoring and control systems were checked and adjusted, including automatic regulators, protection and interlocking devices, alarm devices and control measuring instruments.

Before the test run, the conditions for reliable and safe operation of the power facility must be met:

staffed, trained (with verification of knowledge) operational and maintenance personnel, developed and approved operational instructions, labor protection instructions and operational diagrams, technical documentation for accounting and reporting;

stocks of fuel, materials, tools and spare parts prepared;

SDTU with communication lines, fire alarm and fire extinguishing systems, emergency lighting, ventilation systems were put into operation;

installed and adjusted control and management systems;

Permits for the operation of the power facility were obtained from the state control and supervision authorities.

1.2.7. Complex testing should be carried out by the customer. In complex testing, the joint operation of the main units and all auxiliary equipment under load should be checked.

The beginning of a comprehensive testing of a power plant is considered the moment it is connected to the network or under load.

Comprehensive testing of equipment according to schemes not provided for by the project is not allowed.

Comprehensive testing of the equipment of power plants and boiler houses is considered carried out under the condition of normal and continuous operation of the main equipment for 72 hours on the main fuel with the nominal load and design parameters of steam [for gas turbine units (GTU) - gas] for a thermal power plant, pressure and water flow rate for a hydroelectric power plant provided in the launch complex, and with constant or alternate operation of all auxiliary equipment included in the launch complex.

In electrical grids, complex testing is considered to be carried out under the condition of normal and continuous operation under load of substation equipment for 72 hours, and power lines - for 24 hours.

In heating networks, complex testing is considered to be carried out under the condition of normal and continuous operation of the equipment under load for 24 hours with the nominal pressure provided for in the start-up complex.

For gas turbines, a prerequisite for comprehensive testing is, in addition, the successful completion of 10, and for hydroelectric units of hydroelectric power plants and pumped storage power plants - 3 automatic starts.

In the course of comprehensive testing, the instrumentation, interlocks, signaling and remote control, protection and automatic control devices provided for by the project should be included, which do not require routine adjustment.

If integrated testing cannot be carried out on the main fuel or the nominal load and design parameters of steam (for GTU - gas) for a thermal power plant, the head and flow rate of water for a hydroelectric power plant or load for a substation, power lines for joint or separate testing and parameters of the coolant for thermal power networks cannot be achieved for any reason not related to the failure to perform the work stipulated by the start-up complex, the decision to conduct a comprehensive testing on reserve fuel, as well as the limiting parameters and loads are accepted and established by the acceptance committee and are stipulated in the commissioning certificate of the start-up complex.

1.2.8. To prepare the power facility (start-up complex) for submission to the acceptance committee, a working committee must be appointed, which accepts the equipment according to the act after carrying out its individual tests for comprehensive testing. From the moment this act is signed, the organization is responsible for the safety of the equipment.

1.2.9. Acceptance for operation of equipment, buildings and structures with defects, imperfections is not allowed.

After comprehensive testing and elimination of the identified defects and imperfections, an act of acceptance into operation of the equipment with related buildings and structures is drawn up. The duration of the period for the development of serial equipment is established, during which the necessary tests, adjustment and development work must be completed and the operation of the equipment with design indicators must be ensured.

1.2.10. The organization must submit to the acceptance committee the documentation prepared by the working committee in the amount stipulated by the current regulatory documents.

1.2.11. Completed construction of freestanding buildings, structures and electrical devices, built-in or attached premises of production, auxiliary production and auxiliary purposes with equipment mounted in them, control and communication facilities are accepted into operation by working commissions.

1.2.12. Experimental (experimental), pilot-industrial power engineering installations are subject to acceptance into operation by the acceptance committee if they are prepared to conduct experiments or release products envisaged by the project.

1.3. Staff

1.3.1. Persons with a professional education are allowed to work at power facilities of the electric power industry, as well as those with relevant work experience in the management of power plants.

1.3.2. Persons who do not have the appropriate professional education or work experience, both newly hired and transferred to a new position, must undergo training in the form of training in force in the industry.

1.3.3. Employees of organizations engaged in work with harmful substances, hazardous and unfavorable production factors, in the prescribed manner, must undergo preliminary (upon admission to work) and periodic (during employment) medical examinations.

1.3.4. Power facilities should carry out Full time job with personnel, aimed at ensuring their readiness to perform professional functions and maintaining their qualifications.

Facilities for personnel training should be equipped with training grounds, classrooms, workshops, laboratories, equipped with technical training and training facilities, staffed and be able to attract highly qualified specialists to teaching.

1.3.5. At each power facility, a technical library should be created, as well as the opportunity for staff to use textbooks, teaching aids and other technical literature related to the profile of the organization's activities, as well as regulatory and technical documents.

At each power facility, a safety cabinet and a technical cabinet must be created in accordance with the standard regulations.

1.3.6. In small power facilities, where the creation of a material and technical training and production base is difficult, it is allowed to carry out work to improve professional educational level personnel under a contract with another energy organization that has such a base.

The head of the power facility is responsible for work with personnel or executive from among the leading employees of the organization.

1.3.7. Admission to independent work, newly hired employees or having a break in work for more than 6 months, depending on the category of personnel, are entitled to independent work after passing the necessary instructions on labor safety, training (internship) and knowledge testing, duplication in the volume of the requirements of the rules for working with personnel.

1.3.8. With a break in work from 30 days to 6 months, the form of personnel training for admission to independent work is determined by the head of the organization or structural unit, taking into account the level of professional training of the employee, his work experience, official functions, etc. on labor safety.

1.4. Monitoring the efficiency of power plants, boiler houses and networks

1.4.1. At each thermal power plant with a capacity of 10 MW and more, hydroelectric power plants with a capacity of 30 MW and more, in each boiler house with a heating capacity of 50 Gcal / h (209.5 GJ / h) and more, the energy characteristics of the equipment must be developed, establishing the dependence of the technical and economic indicators of its operation in absolute or relative terms from electrical and thermal loads. In addition, at the thermal power plant and in the district boiler house, schedules of the initial-nominal specific fuel consumption for the supplied electricity and thermal energy, and at hydroelectric power plants - standard unit water consumption for the supplied electrical energy.

The feasibility of developing characteristics for power plants and district boiler houses of lower power and heating capacity must be established by the power system.

Development, revision, coordination and approval of the energy characteristics of equipment and schedules of specific fuel or water consumption should be carried out in accordance with the current regulations and guidelines.

1.4.2. The energy characteristics should reflect the actually achievable efficiency of the mastered equipment operation while fulfilling the provisions of these Rules.

1.4.3. The energy characteristics of heating networks should be compiled according to the following indicators: losses of network water, heat losses, specific hourly average consumption of network water per unit of calculated connected heat load of consumers, temperature difference of network water in supply and return pipelines (or temperature of network water in return pipelines), specific electricity consumption for transport and distribution of heat energy.

The development, revision, coordination and approval of the energy characteristics of heating networks should be carried out in accordance with the current regulations and guidelines.

1.4.4. For the electrical network, the standardized indicator is the technological consumption of electricity for its transport.

1.4.5. In terms of volume, form and content, the energy characteristics must comply with the requirements of the current regulatory and methodological documents.

1.4.6. In power systems, power plants, boiler houses, electrical and heat networks, in order to improve the final result of work, the following should be carried out:

compliance with the required accuracy of measurements of energy costs and technological parameters;

accounting (shift, daily, monthly, annual) by established forms equipment performance indicators based on the readings of instrumentation and information-measuring systems;

analysis of technical and economic indicators for assessing the condition of equipment, modes of its operation, reserves of fuel economy, the effectiveness of organizational and technical measures;

consideration (at least once a month) with the personnel of the results of the work of the shift, shop, structural unit of the power system in order to determine the reasons for the deviation of the actual values ​​of parameters and indicators from those determined by the energy characteristics, identify shortcomings in the work and eliminate them, familiarize themselves with the experience of the best shifts and individual workers;

development and implementation of measures to improve the reliability and efficiency of equipment operation, reduce irrational costs and losses of fuel and energy resources.

1.4.7. All power plants, boiler houses, electrical and heating networks are subject to energy supervision by the outside authorized bodies exercising control over the efficiency of the use of fuel and energy resources.

1.4.8. Organizations operating power plants, boiler houses, electrical and heating networks must undergo energy audits in accordance with current legislation about energy saving. Energy inspections of organizations operating power facilities that produce, transform, transfer and distribute electrical and heat energy must be carried out by authorized bodies of state control and supervision, as well as by organizations accredited in the prescribed manner.

1.5. Technical control. Technical and technological supervision

for the organization of the operation of power facilities

1.5.1. At each power facility, constant and periodic control (inspections, technical inspections, surveys) of the technical condition of power plants (equipment, buildings and structures) must be organized, persons authorized for their condition and safe operation must be identified, and personnel for technical and technological supervision must be appointed and approved. his job functions.

All power facilities carrying out the production, transformation, transmission and distribution of electrical and thermal energy are subject to departmental technical and technological supervision by specially authorized bodies.

1.5.2. All technological systems, equipment, buildings and structures, including hydraulic structures that are part of the power facility, must be subject to periodic technical inspection.

Technical examination of technological schemes and electrical equipment is carried out upon the expiration of the service life established by the normative and technical documentation, and during each survey, depending on the state of the equipment, the period for the subsequent survey is scheduled. Heat engineering - on time in accordance with the current regulatory and technical documents. Buildings and structures - on time in accordance with the current regulatory and technical documents, but at least once every 5 years.

Technical examination is carried out by the commission of the power facility, headed by the technical director of the power facility or his deputy. The commission includes the heads and specialists of the structural divisions of the power facility, representatives of the power system services, specialists from specialized organizations and state control and supervision bodies.

The tasks of the technical examination are to assess the condition, as well as to determine the measures necessary to ensure installed resource power plants.

The scope of the periodic technical examination based on the current regulatory and technical documents should include: external and internal inspection, verification of technical documentation, tests for compliance with the safety conditions of equipment, buildings and structures (hydraulic tests, setting safety valves, testing of safety devices, lifting mechanisms, ground loops, etc.).

Simultaneously with the technical examination, a check should be carried out of the fulfillment of the instructions of the state control and supervision bodies and the measures planned based on the results of the investigation of violations of the operation of the power facility and accidents during its maintenance, as well as the measures developed during the previous technical examination.

The results of the technical examination must be entered in the technical passport of the power facility.

The operation of power plants with hazardous defects identified in the process, as well as with violations of the terms of technical examination, is not allowed.

Based on the results of the technical examination of buildings and structures, the need for a technical examination is established. The main task of the technical inspection of buildings and structures is the timely identification of hazardous defects and damages and the adoption of technical solutions to restore reliable and safe operation.

1.5.3. Continuous monitoring of the technical condition of the equipment is carried out by the operational and maintenance personnel of the power facility.

The scope of control is established in accordance with the provisions of regulatory documents.

The control procedure is established by local production and job descriptions.

1.5.4. Periodic inspections of equipment, buildings and structures are carried out by persons who control their safe operation.

The frequency of inspections is set by the technical manager of the power facility. Inspection results should be recorded in a special journal.

1.5.5. Persons who control the condition and safe operation of equipment, buildings and structures ensure compliance with technical conditions during the operation of power facilities, accounting for their condition, investigation and accounting of failures in the operation of power plants and their elements, maintenance of operational and repair documentation.

1.5.6. Employees of power facilities exercising technical and technological supervision over the operation of equipment, buildings and structures of a power facility must:

organize an investigation of violations in the operation of equipment and structures;

keep records of technological violations in the operation of equipment;

monitor the condition and maintenance of technical documentation;

keep records of the implementation of preventive, emergency and fire-prevention measures;

take part in the organization of work with personnel.

1.5.7. Power systems and other organizations of the electric power industry must carry out:

systematic control over the organization of operation of power facilities;

periodic monitoring of the condition of equipment, buildings and structures of power facilities;

periodic technical surveys;

control over compliance with the terms of medium and major repairs established by technical standards;

control over the implementation of measures and provisions of regulatory and administrative documents;

control and organization of investigation of the causes of fires and technological violations at power facilities;

assessment of the adequacy of the preventive and prophylactic measures applied at the facility on production safety issues;

control over the development and implementation of measures to prevent fires and accidents at power facilities and ensure the readiness of power facilities for their elimination;

control over the implementation of the instructions of the authorized bodies of departmental technical and technological supervision;

registration of violations, including at facilities controlled by state control and supervision bodies;

accounting for the implementation of emergency and fire-prevention measures at facilities controlled by state control and supervision bodies;

revision of technical conditions for the manufacture and supply of equipment for power plants;

transfer of information about technological violations and incidents to state control and supervision bodies.

1.5.8. The main tasks of departmental technical and technological supervision bodies should be:

control over compliance with the established requirements for maintenance and repair;

control over the implementation of the rules and instructions for the safe and economical maintenance of the regime;

organization, control and operational analysis of the results of investigation of the causes of fires and technological disturbances in the operation of power plants, networks and energy systems;

control over the development and implementation of measures to prevent fires, accidents and other technological violations in the operation of power equipment and to improve operation;

generalization of the practice of applying regulatory measures aimed at the safe conduct of work and reliable operation of equipment during the construction and use of power plants, and organization of the development of proposals for their improvement;

organization of development and maintenance of regulatory and technical documents on industrial and fire safety and labor protection.

1.6. Maintenance, repair and modernization

1.6.1. At each power facility, maintenance, scheduled repairs and modernization of equipment, buildings, structures and communications of power plants should be organized.

1.6.2. For the technical condition of equipment, buildings and structures, the implementation of the scope of repair work, ensuring the stability of the established operating indicators, the completeness of implementation preparatory work, the timely provision of the planned volumes of repair work with spare parts and materials, as well as the timing and quality of the repair work performed, is the owner's responsibility.

1.6.3. The scope of maintenance and scheduled repairs should be determined by the need to maintain the serviceable and efficient condition of equipment, buildings and structures, taking into account their actual technical condition. The recommended list and scope of maintenance and overhaul of equipment are given in the rules for organizing maintenance and repair of equipment, buildings and structures of power plants and networks and in the technical and economic standards for scheduled preventive maintenance of power units.

1.6.4. The frequency and duration of all types of repairs are established by the rules for organizing maintenance and repair of equipment, buildings and structures of power plants and networks and regulatory and technical documents for the repair of this type of equipment.

1.6.5. An increase in the period of operation of power units between overhauls and an increase in the duration of overhaul (average) repairs of power units with a capacity of 160 MW and above in comparison with the normative ones should be carried out in accordance with the procedure established by the rules for organizing maintenance and repair of equipment, buildings and structures of power plants and networks.

1.6.6. The organization of repair production, the development of repair documentation, planning and preparation for repairs, the launch of repairs and the production of repairs, as well as the acceptance and assessment of the quality of equipment repairs must be carried out in accordance with the rules for organizing maintenance and repair of equipment, buildings and structures of power plants and networks.

1.6.7. The scope of repair work must be previously agreed with the executing organizations (contractors).

1.6.8. Before the start of the repair and during its implementation by the commission, the composition of which is approved by the technical manager, all defects must be identified. The criteria that the repaired equipment, building or structure must meet are established in the regulatory and technical documentation.

1.6.9. The withdrawal of equipment and structures for repair and their commissioning must be carried out within the timeframes specified in the annual repair schedules and agreed with the organization in the operational management or operational management of which they are located.

1.6.10. Acceptance of equipment, buildings and structures from major and medium repairs should be carried out by the commission according to the program agreed with the performers and approved by the technical manager of the power facility. The composition of the acceptance committee must be established by order for the power facility.

1.6.11. Equipment of power plants, substations of 35 kV and above, which has undergone major and medium repairs, is subject to acceptance tests under load within 48 hours, equipment of heating networks - within 24 hours.

1.6.12. When accepting equipment from repair, an assessment of the quality of repair should be made, which includes an assessment of:

the quality of the repaired equipment;

the quality of the repair work performed;

level of fire safety.

Quality ratings are established:

preliminary - at the end of acceptance tests;

finally - according to the results of a monthly controlled operation, during which the equipment operation check in all modes should be completed, tests and adjustment of all systems should be carried out.

1.6.13. The end time of the overhaul (average) repair is:

for power units, steam turbines of thermal power plants (TPP) with cross-links, hydraulic units and transformers - the time of switching on the generator (transformer) to the network;

for steam boilers of TPPs with cross-links - the time of connecting the boiler to the station live steam pipeline;

for power units with double-casing boilers (double-blocks) - the time when the power unit is switched on under load with one of the boiler casings; at the same time, kindling and switching on of the second boiler body should be carried out in accordance with the power unit loading schedule, if the repair delay is not provided for by the repair schedule;

for heating networks - the time of switching on the network and the establishment of the circulation of network water in it;

for electrical networks - the moment of switching on to the network, if no failure occurred when switching on under voltage; when repairing without removing the voltage - the moment the manager (manufacturer) notifies the dispatcher on duty about their completion.

If, during the acceptance tests, defects were found that impede the operation of the equipment with a rated load, or defects requiring an immediate shutdown, then the repair is considered incomplete until these defects are eliminated and the acceptance tests are repeated.

In the event of disturbances in the normal operation of individual component parts equipment that does not require an immediate shutdown, the issue of continuing the acceptance tests is decided depending on the nature of the violations by the technical manager of the power facility in agreement with the repair contractor. In this case, the detected defects are eliminated by the repair contractor within the time frame agreed with the power facility.

If the acceptance tests of the equipment under load were interrupted to eliminate defects, then the time of completion of the repair is the time of the last in the process of testing the equipment under load.

1.6.14. Repair of all major equipment included in the power unit must be carried out simultaneously.

1.6.15. Power facilities must keep a systematic record of the technical and economic indicators of repair and maintenance of equipment, buildings and structures.

1.6.16. Power facilities must be equipped with:

at power plants - central repair shops, repair sites and industrial premises maintenance personnel in the main building, auxiliary buildings and structures;

in heating networks - repair and maintenance bases;

in electrical networks - repair and production bases.

1.6.17. The equipment of power facilities should be serviced by stationary and inventory lifting machines and means of mechanization of repairs in the main building, auxiliary buildings and structures.

1.6.18. Power facilities for timely and high-quality repairs must be completed with repair documentation, tools and means of repair work.

1.6.19. Energy facilities and repair organizations carrying out repairs of facilities subordinate to the state control and supervision bodies must have a permit (license) for the right to carry out repair work.

1.6.20. Power facilities must have spare parts, materials and an exchange fund of units and equipment for timely provision of the planned volumes of repairs.

1.7. Technical documentation

1.7.1. Each power facility must have the following documents:

acts of allotment of land plots;

master plan of the site with applied buildings and structures, including underground facilities;

geological, hydrogeological and other data on the territory with the results of soil testing and analysis groundwater;

acts of laying foundations with pit cuts;

acts of acceptance of hidden works;

primary acts on settlements of buildings, structures and foundations for equipment;

primary acts of testing of devices providing explosion safety, fire safety, lightning protection and anticorrosive protection of structures;

primary test reports of internal and external water supply systems, fire water supply, sewerage, gas supply, heat supply, heating and ventilation;

primary acts of individual testing and testing of equipment and technological pipelines;

acts of the state and working acceptance commissions;

approved design documentation with all subsequent changes;

technical data sheets buildings, structures, technological units and equipment;

executive working drawings of equipment and structures, drawings of the entire underground economy;

executive working schemes of primary and secondary electrical connections;

executive working technological schemes;

drawings of spare parts for equipment;

an operational firefighting plan;

documentation in accordance with the requirements of state control and supervision authorities;

a set of current and canceled instructions for the operation of equipment, buildings and structures, job descriptions for all categories of specialists and for workers related to the personnel on duty, and instructions on labor protection.

The set of the above documentation must be kept in the technical archive of the power facility.

1.7.2. At each power facility, in the production services of power systems, a list of necessary instructions, regulations, technological and operational schemes for each workshop, substation, district, site, laboratory and service must be established. The list is approved by the technical manager of the power facility (power system).

1.7.3. On the main and auxiliary equipment of power plants, boiler houses and substations, plates with nominal data must be installed in accordance with the state standard for this equipment.

1.7.4. All main and auxiliary equipment, including pipelines, busbar systems and sections, as well as fittings, dampers of gas and air pipelines, must be numbered. In the presence of an electoral control system (IMS), the numbering of the fittings in place and on the executive schemes must be double, indicating the number corresponding to the operational scheme, and the number according to the IMS. The main equipment must have serial numbers, and the auxiliary equipment must have the same number as the main one, with the addition of the letters A, B, C, etc. The equipment must be numbered from the permanent end of the building and from row A. On double-blocks, each boiler must be assigned a block number with the addition of letters A and B. Individual links of the fuel supply system must be numbered sequentially in the direction of fuel movement, and parallel links with to these numbers of letters A and B in the course of fuel from left to right.

1.7.5. All changes in power plants made during operation must be included in instructions, diagrams and drawings before commissioning, signed by an authorized person, indicating his position and the date of the change.

Information about changes in instructions, diagrams and drawings should be brought to the attention of all employees (with an entry in the order log), for whom knowledge of these instructions, diagrams and drawings is mandatory.

1.7.6. Executive technological diagrams (drawings) and executive diagrams of primary electrical connections should be checked for their compliance with the actual operational ones at least once every 3 years with a check mark on them.

At the same time, instructions and lists of necessary instructions and executive working schemes (drawings) are revised.

1.7.7. Kits of the necessary diagrams must be in the authorities dispatch control at the appropriate level, at the dispatcher of the power system, heating and electrical network, at the shift supervisors of the power plant, the shift supervisor of each workshop and power unit, the substation duty officer, the district of the heating and electrical network and the foreman of the operational field brigade.

The storage form for charts should be determined by local conditions.

1.7.8. All workplaces must be equipped with necessary instructions.

1.7.9. The personnel on duty must have operational documentation, the volume of which is presented in table. 1.1.

Depending on local conditions, the volume of operational documentation can be changed by the decision of the technical manager of the power facility or power system.

1.7.10. At the workplaces of the operating and dispatching personnel in the workshops of the power plant, on the control panels with constant personnel on duty, at the dispatching points, daily records must be kept.

1.7.11. Administrative and technical personnel, in accordance with the established schedules of inspections and bypasses of equipment, must check the operational documentation and take the necessary measures to eliminate defects and irregularities in the operation of equipment and personnel.

The rules for the technical operation of power plants and networks of the Russian Federation have been revised and supplemented on the basis of newly issued legislative acts and regulatory and technical documents, taking into account the experience of operating equipment, industrial buildings and communications. Changes in the structure of administrative and economic management, as well as forms of ownership in the energy sector have been taken into account.

The Rules set out the basic organizational and technical requirements for the operation of energy facilities, the steady implementation of which will ensure the economic, reliable and well-coordinated work of all links of energy systems.

Requirements for the design, construction, installation, repair and arrangement of power plants and equipping them with means of control, automation and protection are set out in these Rules briefly, as they are considered in other regulatory and technical documents.

All current regulatory and technical documents must be brought in line with this edition of the Rules.

1. Organization of operation

1.1. Main provisions and objectives

1.1.1. These Rules apply to thermal power plants operating on fossil fuels, hydroelectric power plants, electrical and heating networks of the Russian Federation, and to organizations performing work in relation to these facilities.

1.1.2. At each power facility, boundaries and functions for servicing equipment, buildings, structures and communications between production units (workshops, sections, laboratories, etc.) should be allocated, as well as the job functions of personnel.

1.1.3. Safe operation of equipment, buildings and structures is ensured by the provisions of instructions and other regulatory and technical documents.

1.1.4. Each employee of the industry, within the limits of his functions, must ensure that the device and operation of equipment, buildings and structures of power plants and networks comply with safety and fire safety rules.

1.1.5. The main task of power plants, boiler houses, electrical and heating networks is the production, transformation, distribution and supply of electrical energy and heat to consumers (hereinafter - energy production).

1.1.6. The main technological link of energy production is the power system, which is a combination of power plants, boiler houses, electrical and heating networks (hereinafter referred to as power facilities), connected by a common operating mode and having a centralized operational dispatch control.

1.1.7. Employees of power facilities are obliged to:

maintain the quality of the supplied energy - the normalized frequency and voltage of the electric current, the pressure and temperature of the coolant;

observe operational and dispatch discipline;

ensure maximum efficiency and reliability of energy production;

comply with industrial and fire safety rules during the operation of equipment and structures;

comply with labor protection rules;

to reduce the harmful effect of production on people and the environment;

ensure the uniformity of measurements in the production, transmission and distribution of energy;

to use the achievements of scientific and technological progress in order to increase efficiency, reliability and safety, improve the ecology of the power facility and the environment.

1.1.8. At each power facility between structural divisions, functions and boundaries for servicing equipment, buildings, structures and communications should be allocated.

1.1.9. Power systems must carry out:

development of production to meet the needs for electricity and heat;

efficient operation of power plants and networks by reducing production costs, increasing the efficiency of using the installed equipment capacity, implementing energy saving measures and using secondary energy resources;

increasing the reliability and safety of equipment, buildings, structures, devices, control systems, communications;

renovation of basic production assets through technical re-equipment and reconstruction of power plants and networks, modernization of equipment;

introduction and development of new technology, operation and repair technology, effective and safe methods of organizing production and labor;

professional development of personnel, dissemination of advanced production methods.

Organizations engaged in the design, adjustment, operation of power facilities associated with an increased industrial hazard must have permits (licenses) issued in accordance with the established procedure.

1.1.10. Supervision over the technical condition and the implementation of measures to ensure the safe maintenance of equipment and structures, the rational and efficient use of fuel and energy resources is carried out by state control and supervision bodies.

PTE of power plants and networks in the Russian Federation are approved. This document states that the scope of the rules is thermal and power plants using fossil fuels (oil products, coal, natural gas), as well as hydraulic stations and power grids. Any organization performing work at such facilities must obey the rules for the operation of power plants and networks.

What is regulated by the Rules for the Operation of Power Plants and Networks

In general, the PTE of power plants and networks is distributed, instructions and requirements for equipment, the procedure for ensuring the safety of the facility are described.

The distribution of areas of responsibility between different departments and the formation of job descriptions for specialists allow to achieve coherence of work. Efficiency is achieved with strict adherence to the requirements that are listed in the documentation. The same applies to security - both technical and technical.

Organization of operation of power facilities

First, we need to define the terminology. According to the PTE of power plants and networks, energy facilities are considered to be the elements of the energy system, united into a centralized network. Electric or heating networks, boiler houses, power plants - all these are power facilities, if their joint work is ensured.

The rules for the technical operation of power plants and networks make clear requirements for:

  • acceptance into operation of buildings and structures;
  • staff;
  • organization of control (efficiency, technical);
  • maintenance;
  • record keeping.

So, in the PTE of power plants and networks, the procedure for the acceptance of structures is clearly defined, including the definition of a start-up complex, the organization of test launches, etc. The requirements for personnel are regulated in detail: for their qualifications, experience, the order of training and behavior in emergency situations.

The rules for the technical operation of power plants and networks regulate the procedure for collecting data to monitor the efficiency and technical condition of networks, structures and equipment. Losses of network water, heat, temperature control - all this is in the rules. No less important is the order of maintenance: scheduled maintenance, its repair and modernization - all these measures should be carried out in such a way as to maximize the safety of the power facility and increase the efficiency of its operation.

Territory, buildings and structures

Each energy object is unique in its own way. This applies to its design, features of the area in which it was built, climatic conditions and many other factors. It is all the more important to carefully observe the PTEESS: they allow taking into account all these features and ensure the uninterrupted operation of the facility.

The rules for the operation of power plants and networks establish: how often the groundwater level should be monitored and how surface water should be discharged, how long it is necessary to check the bridge supports on the territory of the power facility and how to provide lightning or mudflow protection.

Whether we are talking about the development of engineering infrastructure, or about the improvement and landscaping of the territory of the object, only following the rules will make it possible to establish its effective functioning within the energy system.

Hydraulic structures and water management

Hydraulic structures of power plants are undoubtedly objects of increased danger: a single failure in the operation of the dam can lead to a man-made disaster and the collapse of the power system. In the PTE of power plants and networks, special attention is paid to the mode of operation of such structures and the operation of the water economy, which refers to them.

First of all, the rules impose requirements on (dams and earth dams), ditches and berms, as well as drainage systems, This also applies to mechanical equipment (for example, gates), systems automatic control mechanisms and alarms.

Separately, it is worth mentioning the water regime, which ensures the optimal and safe operation of the hydroelectric power station in different conditions... During floods and in front of it, it is triggered special treatment, and this is also described in detail in the rules for the technical operation of power plants. The same applies to the peculiarities of the work of structures in the winter.

As for the maintenance of the water economy, compliance with the PTE not only makes it possible to optimally use water resources, but also to ensure the environmental safety of the reservoir itself and its coastline.

Thermal mechanical equipment for power plants and heating networks

Thermal-mechanical equipment includes water-heating and steam boiler units, steam-turbine and block systems of power plants. In addition, PTEs regulate the operation of heat transmission networks (heating networks), as well as transport and fuel systems.

Attention

Insofar as it comes about working with excess heat, following the operating rules is a matter not only of optimizing the operation of equipment, but also of safety.

For example, when working with water heating and steam units, it is necessary to ensure a given pressure level, and for block installations, the ability to deliver specified power indicators even in emergency situations is critical.

Electrical equipment

Electrical equipment at any station is critical an important component... PTEs of power plants and networks describe in detail the requirements for the design of such equipment and the features of its operation.

So, the uninterrupted operation of generators is very important, and this can only be ensured by careful control of their electrical and mechanical parameters, pressure in the lubrication system. The same can be said about temperature regime electric motors and. For power distribution devices and power cable lines, safe operation in nominal conditions must be ensured.

Operational dispatch control

As we indicated at the very beginning, an element of the energy system becomes an energy object only when it is connected to a single network. Operational dispatch control systems are responsible for this. PTE of power plants and networks carefully regulate the operation of ACS - automated control systems.

These systems are critical points for the functioning of all power facilities, and they are mandatory implemented in power plants with power grids. In particular, an automated dispatch control system (ASDU) is necessary for monitoring equipment indicators, controlling automatic machines and various auxiliary systems: uninterruptible power supplies, fire extinguishing systems, air ventilation, etc.

1.2. Acceptance of equipment and structures for operation

1.2.1. Fully completed construction of power plants, boiler houses (steam and hot water), objects of electrical and heating networks, as well as, depending on the complexity of the power facility, their queue and start-up complexes must be put into operation in the manner prescribed by the current rules. This requirement also applies to the commissioning of power facilities after expansion and reconstruction.

1.2.2. The start-up complex must include, ensuring normal operation at the given parameters, a part of the total design volume of the power facility, consisting of a set of structures and facilities assigned to certain power plants or to the power facility as a whole (without reference to specific power plants). It should include: equipment, structures, buildings (or their parts) of the main production, auxiliary production, auxiliary, household, transport, repair and storage purposes, a landscaped area, catering points, health centers, dispatch and technological control facilities (SDTU) , communication facilities, engineering communications, treatment facilities that ensure the production, transmission and supply of electricity and heat to consumers, the passage of ships or fish through ship-passing or fish-passing devices. To the extent envisaged by the project for this start-up complex, standard sanitary and living conditions and safety for workers, environmental protection of the environment, and fire safety must be ensured.

1.2.3. Before the commissioning of the power facility (start-up complex), the following must be carried out:

individual tests of equipment and functional tests of individual systems, which are completed for power units by a trial run of the main and auxiliary equipment;

complex testing of equipment.

During the construction and installation of buildings and structures, intermediate acceptance of units of equipment and structures, as well as hidden works, must be carried out.

1.2.4. Individual and functional tests of equipment and individual systems are carried out with the involvement of the customer's personnel according to design schemes after the completion of all construction and installation work on this unit. Before individual and functional tests, the fulfillment of these Rules, building codes and regulations, standards, including labor safety standards, technological design standards, rules of state control and supervision bodies, norms and requirements of environmental legislation and other state supervision bodies, rules for electrical installations should be checked , labor protection rules, explosion and fire safety rules.

1.2.5. Defects and deficiencies made during construction and installation, as well as equipment defects identified in the process of individual and functional tests, must be eliminated by construction, installation organizations and manufacturers before the start of comprehensive testing.

1.2.6. Test runs are carried out prior to complex testing of power facilities. During a test run, the operability of equipment and technological schemes, the safety of their operation should be checked; all monitoring and control systems were checked and adjusted, including automatic regulators, protection and interlocking devices, alarm devices and instrumentation.

Before the test run, the conditions for reliable and safe operation of the power facility must be met:

staffed, trained (with verification of knowledge) operational and maintenance personnel, developed and approved operational instructions, labor protection instructions and operational diagrams, technical documentation for accounting and reporting;

stocks of fuel, materials, tools and spare parts prepared;

SDTU with communication lines, fire alarm and fire extinguishing systems, emergency lighting, ventilation systems were put into operation;

installed and adjusted control and management systems;

Permits for the operation of the power facility were obtained from the state control and supervision authorities.

1.2.7. Complex testing should be carried out by the customer. In complex testing, the joint operation of the main units and all auxiliary equipment under load should be checked.

The beginning of a comprehensive testing of a power plant is considered the moment it is connected to the network or under load.

Comprehensive testing of equipment according to schemes not provided for by the project is not allowed.

Comprehensive testing of the equipment of power plants and boiler houses is considered carried out under the condition of normal and continuous operation of the main equipment for 72 hours on the main fuel with the nominal load and design parameters of steam [for gas turbine units (GTU) - gas] for a thermal power plant, pressure and water flow rate for a hydroelectric power plant provided in the launch complex, and with constant or alternate operation of all auxiliary equipment included in the launch complex.

In electrical grids, complex testing is considered to be carried out under the condition of normal and continuous operation under load of substation equipment for 72 hours, and power lines - for 24 hours.

In heating networks, complex testing is considered to be carried out under the condition of normal and continuous operation of the equipment under load for 24 hours with the nominal pressure provided for in the start-up complex.

For gas turbines, a prerequisite for comprehensive testing is, in addition, the successful completion of 10, and for hydroelectric units of hydroelectric power plants and pumped storage power plants - 3 automatic starts.

In the course of comprehensive testing, the instrumentation, interlocks, signaling and remote control, protection and automatic control devices provided for by the project should be included, which do not require routine adjustment.

If integrated testing cannot be carried out on the main fuel or the nominal load and design parameters of steam (for GTU - gas) for a thermal power plant, the head and flow rate of water for a hydroelectric power plant or load for a substation, power lines for joint or separate testing and parameters of the coolant for thermal power networks cannot be achieved for any reason not related to the failure to perform the work stipulated by the start-up complex, the decision to conduct a comprehensive testing on reserve fuel, as well as the limiting parameters and loads are accepted and established by the acceptance committee and are stipulated in the commissioning certificate of the start-up complex.

1.2.8. To prepare the power facility (start-up complex) for submission to the acceptance committee, a working committee must be appointed, which accepts the equipment according to the act after carrying out its individual tests for comprehensive testing. From the moment this act is signed, the organization is responsible for the safety of the equipment.

1.2.9. Acceptance for operation of equipment, buildings and structures with defects, imperfections is not allowed.

After comprehensive testing and elimination of the identified defects and imperfections, an act of acceptance into operation of the equipment with related buildings and structures is drawn up. The duration of the period for the development of serial equipment is established, during which the necessary tests, adjustment and development work must be completed and the operation of the equipment with design indicators must be ensured.

1.2.10. The organization must submit to the acceptance committee the documentation prepared by the working committee in the amount stipulated by the current regulatory documents.

1.2.11. Completed construction of freestanding buildings, structures and electrical devices, built-in or attached premises of production, auxiliary production and auxiliary purposes with equipment mounted in them, control and communication facilities are accepted into operation by working commissions.

1.2.12. Experimental (experimental), pilot-industrial power engineering installations are subject to acceptance into operation by the acceptance committee if they are prepared to conduct experiments or release products envisaged by the project.

1.3. Staff

1.3.1. Persons with a professional education are allowed to work at power facilities of the electric power industry, as well as those with relevant work experience in the management of power plants.

1.3.2. Persons who do not have the appropriate professional education or work experience, both newly hired and transferred to a new position, must undergo training in the form of training in force in the industry.

1.3.3. Employees of organizations involved in work with harmful substances, hazardous and unfavorable production factors, in the prescribed manner, must undergo preliminary (upon admission to work) and periodic (during employment) medical examinations.

1.3.4. At power facilities, constant work with personnel should be carried out, aimed at ensuring their readiness to perform professional functions and maintaining their qualifications.

Facilities for personnel training should be equipped with training grounds, classrooms, workshops, laboratories, equipped with technical training and training facilities, staffed and be able to attract highly qualified specialists to teaching.

1.3.5. At each power facility, a technical library should be created, as well as the opportunity for staff to use textbooks, teaching aids and other technical literature related to the profile of the organization's activities, as well as regulatory and technical documents.

At each power facility, a safety cabinet and a technical cabinet must be created in accordance with the standard regulations.

1.3.6. In small power facilities, where the creation of a material and technical training and production base is difficult, it is allowed to carry out work to improve the professional educational level of personnel under an agreement with another energy organization that has such a base.

The head of the power facility or an official from among the leading employees of the organization is responsible for working with personnel.

1.3.7. Admission to independent work, newly hired employees or having a break in work for more than 6 months, depending on the category of personnel, are entitled to independent work after passing the necessary instructions on labor safety, training (internship) and knowledge testing, duplication in the volume of the requirements of the rules for working with personnel.

1.3.8. With a break in work from 30 days to 6 months, the form of personnel training for admission to independent work is determined by the head of the organization or structural unit, taking into account the level of professional training of the employee, his work experience, official functions, etc. on labor safety.

REGULATIONS
technical operation of electrical installations of consumers

Section 1. Organization of operation of electrical installations.

Chapter 1.1

General requirements

1.1.1. The rules are aimed at ensuring reliable, safe and rational operation of electrical installations and their maintenance in good condition.

1.1.2. The rules apply to organizations, regardless of their forms of ownership and organizational and legal forms, individual entrepreneurs and citizens - owners of electrical installations with voltages above 1000 V (hereinafter - Consumers). They include requirements for Consumers operating existing electrical installations with voltages up to 220 kV inclusive. The rules do not apply to electrical installations of power plants, block stations, enterprises of electrical and heating networks, operated in accordance with the rules for the technical operation of power plants and networks.

1.1.3. Investigation and accounting of violations in the operation of consumers' electrical installations are carried out in accordance with the established requirements.

1.1.4. Investigation of accidents related to the operation of electrical installations and occurring at facilities controlled by the state energy supervision is carried out in accordance with the current legislation.

1.1.5. Operation of electrical equipment, including household electrical appliances subject to compulsory certification, is allowed only if there is a certificate of conformity for this electrical equipment and household electrical appliances.

Chapter 1.2
Duties, responsibility of consumers for compliance with the rules

1.2.1. The operation of the electrical installations of the Consumers must be carried out by trained electrical personnel.

Depending on the volume and complexity of work on the operation of electrical installations, the Consumers create an energy service staffed with electrical personnel with appropriate qualifications. It is allowed to operate electrical installations under an agreement with a specialized organization.

1.2.2. The consumer is obliged to ensure:

timely and high-quality maintenance, scheduled preventive maintenance, testing, modernization and reconstruction of electrical installations and electrical equipment;

selection of electrical and electrotechnical personnel, periodic medical examinations of employees, training on labor safety, fire safety;

training and knowledge testing of electrical and electrotechnical personnel;

reliability of operation and safety of operation of electrical installations;

labor protection of electrical and electrotechnological personnel;

environmental protection during the operation of electrical installations;

accounting, analysis and investigation of violations in the operation of electrical installations, accidents associated with the operation of electrical installations, and taking measures to eliminate the causes of their occurrence;

submission of messages to the state energy supervision authorities about accidents, fatal, severe and group accidents associated with the operation of electrical installations;

development of job descriptions, production instructions and labor protection instructions for electrical personnel;

equipping electrical installations with protective equipment, fire extinguishing equipment and tools;

accounting, rational use of electrical energy and energy saving measures;

carrying out the necessary tests of electrical equipment, operation of lightning protection devices, measuring instruments and metering devices for electrical energy;

fulfillment of the instructions of the state energy supervision authorities.

1.2.3. To directly fulfill the responsibilities for organizing the operation of electrical installations, the head of the Consumer (except for citizens - owners of electrical installations with voltages above 1000 V) by the appropriate document appoints the person responsible for the organization's electrical equipment (hereinafter - responsible for the electrical equipment) and his deputy.

For Consumers whose installed capacity of electrical installations does not exceed 10 kVA, an employee replacing the person in charge of the electrical facilities may not be appointed.

The person responsible for the electrical equipment and his deputy are appointed from among the managers and specialists of the Consumer.

If the Consumer has the position of chief power engineer, the duties of the person responsible for the electrical facilities are usually assigned to him.

1.2.4. For Consumers who are not engaged in production activities, whose electrical facilities include only an input (input-distribution) device, lighting installations, portable electrical equipment with a rated voltage not exceeding 380 V, a person responsible for the electrical equipment may not be appointed. In this case, the head of the Consumer can assume responsibility for the safe operation of electrical installations by written agreement with the local state energy supervision authority by issuing an appropriate commitment statement (Appendix No. 1 to these Rules) without knowledge testing.

1.2.5. Individual entrepreneurs performing maintenance and operation of electrical installations, carrying out installation, commissioning, renovation work, tests and measurements under the contract, must be tested in accordance with the established procedure and have an appropriate group on electrical safety.

1.2.6. The person responsible for the electrical equipment is obliged:

organize the development and maintenance of the necessary documentation on the organization of the operation of electrical installations;

organize training, instruction, knowledge testing and admission to independent work of electrical personnel;

organize the safe conduct of all types of work in electrical installations, including with the participation of seconded personnel;

ensure timely and high-quality performance of technical maintenance, scheduled preventive repairs and preventive tests of electrical installations;

organize calculations of the Consumer's need for electricity and monitor its consumption;

participate in the development and implementation of measures for the rational consumption of electrical energy;

control the availability, timeliness of inspections and tests of protective equipment in electrical installations, fire extinguishing equipment and tools;

ensure the established procedure for admission to operation and connection of new and reconstructed electrical installations;

organize the operational maintenance of electrical installations and the elimination of emergencies;

ensure the compliance of power supply schemes with the actual operational ones with a check mark on them (at least once every 2 years); revision of instructions and schemes (at least once every 3 years); control of measurements of quality indicators of electrical energy (at least once every 2 years); advanced training of electrical personnel (at least once every 5 years);

control the correctness of the admission of personnel of construction and installation and specialized organizations to work in existing electrical installations and in the security zone of power transmission lines.

The instructions of the person responsible for the electrical equipment should additionally indicate his rights and responsibilities.

1.2.7. The appointment of the person responsible for the electrical equipment and his deputy is made after the knowledge test and the assignment of the appropriate electrical safety group:

V - in electrical installations with voltages above 1000 V;

IV - in electrical installations with voltages up to 1000 V.

1.2.8. On the recommendation of the person in charge of the electrical equipment, the head of the Consumer can appoint structural divisions (branches) responsible for the electrical equipment.

The relationship and distribution of responsibilities between those responsible for the electrical facilities of the structural units and those responsible for the electrical facilities of the Consumer should be reflected in their job descriptions.

1.2.9. For violations in the operation of electrical installations, personal responsibility is borne by:

the head of the Consumer and those responsible for the electrical facilities - for failure to comply with the requirements provided for by the Rules and job descriptions;

employees directly servicing electrical installations - for violations that occurred through their fault, as well as for their improper elimination of violations in the operation of electrical installations in the serviced area;

workers carrying out equipment repairs - for malfunctions caused by poor quality of repairs;

managers and specialists of the energy service - for violations in the operation of electrical installations that occurred through their fault, as well as due to untimely and unsatisfactory maintenance and failure to comply with emergency measures;

managers and specialists of technological services - for violations in the operation of electrical equipment.

1.2.10. Violation of these Rules entails liability in accordance with applicable law.

Each employee who finds a violation of these Rules, as well as notices faults in the electrical installation or protective equipment, must immediately report this to his immediate supervisor, and in his absence - to a higher supervisor.

1.2.11. State supervision over compliance with the requirements of these Rules is carried out by state energy supervision bodies.

Chapter 1.3
Acceptance of electrical installations into operation

1.3.1. New or reconstructed electrical installations and start-up complexes must be put into operation in the manner set out in these Rules and other regulatory documents.

1.3.2. Before starting the installation or reconstruction of electrical installations, it is necessary:

obtain technical specifications from the power supply organization;

execute project documentation;

coordinate the design documentation with the energy supplying organization that issued the technical specifications and the state energy supervision body.

1.3.3. Before commissioning electrical installations, the following must be carried out:

during the construction and installation of the power facility - intermediate acceptance of equipment and structure units, including hidden works;

acceptance tests of equipment and commissioning tests of individual systems of electrical installations;

complex testing of equipment.

1.3.4. Acceptance tests of equipment and commissioning tests of individual systems should be carried out according to the design schemes by the contractor (general contractor) with the involvement of the customer's personnel after the completion of all construction and installation work on the electrical installation being handed over, and complex testing should be carried out by the customer.

1.3.5. Before acceptance and commissioning tests and comprehensive testing of the equipment, the compliance with these Rules, the rules for the installation of electrical installations, building codes and regulations, must be checked, state standards, labor safety rules, explosion and fire safety rules, manufacturer's instructions, equipment installation instructions.

1.3.6. To carry out commissioning and testing of electrical equipment, it is allowed to turn on electrical installations according to the design scheme on the basis of a temporary permit issued by the state energy supervision authorities.

1.3.7. During complex testing of equipment, the operability of equipment and technological schemes, the safety of their operation should be checked; all monitoring and control systems, protection and interlocking devices, alarm devices and instrumentation were checked and adjusted. Comprehensive testing is considered carried out under the condition of normal and continuous operation of the main and auxiliary equipment for 72 hours, and the power transmission line - for 24 hours.

1.3.8. Defects and deficiencies made during construction and installation, as well as equipment defects identified in the process of acceptance and commissioning tests, comprehensive testing of electrical installations, must be eliminated. Acceptance of electrical installations with defects and deficiencies into operation is not allowed.

1.3.9. Before testing and acceptance, conditions must be prepared for reliable and safe operation of the power facility:

staffed, trained (with knowledge testing) electrical and electrotechnical personnel;

operational instructions, labor protection instructions and operational schemes, technical documentation for accounting and reporting have been developed and approved;

prepared and tested protective equipment, tools, spare parts and materials;

the means of communication, signaling and fire extinguishing, emergency lighting and ventilation were put into operation.

1.3.10. Before being admitted to operation, electrical installations must be accepted by the Consumer (customer) in the prescribed manner.

1.3.11. Voltage is supplied to electrical installations only after obtaining permission from the state energy supervision authorities and on the basis of an electricity supply agreement between the Consumer and the energy supplying organization.

Chapter 1.4
Personnel requirements and training

1.4.1. Electrical installations must be operated by trained electrical personnel.

The electrical personnel of enterprises are divided into:

administrative and technical;

operational*;

repair;

operational repair *.

* Hereinafter, operational and operational-repair personnel, if separation is not required, are referred to as operational personnel.

1.4.2. In accordance with the organization of the energy service adopted by the Consumer, the electrical personnel can be directly part of the energy service or be on the staff of the consumer's production units (structural unit). V the latter case the energy service carries out technical management of the electrical personnel of production and structural divisions and control over their work.

1.4.3. Maintenance of electrical installations (electric welding, electrolysis, electrothermics, etc.), as well as complex energy-rich production and technological equipment, the operation of which requires constant maintenance and adjustment of electrical equipment, electric drives, hand-held electrical machines, portable and mobile electrical receivers, portable power tools, must be carried out by electrotechnical personnel. He must have sufficient skills and knowledge to safely carry out the work and maintain the assigned installation.

The electrotechnological personnel of production workshops and sections that are not part of the consumer's energy service, operating electrical installations and having an electrical safety group II and higher, in their rights and obligations is equated to electrical; technically, it is subordinate to the energy service of the Consumer.

Managers who are directly subordinate to electrotechnological personnel must have an electrical safety group not lower than that of subordinate personnel. They should provide technical guidance and oversight of these personnel.

The list of positions and professions of electrotechnical * and electrotechnical personnel who need to have an appropriate electrical safety group is approved by the head of the Consumer.

Consumer Leader, Chief Engineer, technical director no electrical safety group assignment is required. However, if these workers previously had an electrical safety group and want to confirm (increase) it or get it for the first time, then the knowledge test is carried out in the usual manner as for electrical personnel.

1.4.4. Electrical safety group I is assigned to non-electrical personnel performing work in which there may be a risk of electric shock. The list of positions and professions requiring assignment to personnel of the I group on electrical safety is determined by the head of the Consumer. The personnel who have mastered the electrical safety requirements related to their production activities are assigned group I with registration in the journal of the established form; no certificate is issued.

The assignment of group I is carried out through briefing, which, as a rule, should end with a test of knowledge in the form of an oral questioning and (if necessary) a test of the acquired skills of safe ways of working or providing first aid in case of electric shock. The assignment of the I group for electrical safety is carried out by an employee from among the electrical personnel of this Consumer with an electrical safety group of at least III.

The assignment of group I for electrical safety is carried out at a frequency of at least 1 time per year.

1.4.5. Mandatory forms of work with various categories of workers *:

1.4.5.1. With administrative and technical staff:

introductory and targeted (if necessary) briefings on labor protection;

With administrative and technical personnel who have the rights of operational, operational-repair or maintenance personnel, in addition to these forms work should be carried out all types of training provided for operational, operational-repair or maintenance personnel.

1.4.5.2. With operational and operational-repair personnel:

checking knowledge of the rules, labor protection standards, these Rules, fire safety rules and other regulatory documents;

duplication;

special training;

control emergency and fire fighting drills;

professional additional education for continuous professional development.

1.4.5.3. With repair personnel:

introductory, primary at the workplace, repeated, unscheduled and targeted briefings on labor protection, as well as briefings on fire safety;

training for a new position or profession with on-the-job training (internship);

checking knowledge of the rules, labor protection standards, these Rules, fire safety rules and other regulatory documents;

professional additional education for continuous professional development.

1.4.6. Conducting briefings on labor safety may be combined with briefings on fire safety.

1.4.7. Employees hired to perform work in electrical installations must have professional training appropriate to the nature of the work. In the absence of professional training, such workers must be trained (prior to admission to independent work) in specialized personnel training centers (training centers, training centers, etc.).

1.4.8. Electrical personnel, prior to being assigned to independent work or when moving to another job (position) related to the operation of electrical installations, as well as during a break in work as electrical personnel for more than 1 year, must undergo an internship (industrial training) at the workplace.

For training, the employee must be given a period sufficient to familiarize himself with the equipment, apparatus, operational diagrams and at the same time study in the amount necessary for this position (profession):

rules for the installation of electrical installations, safety rules, rules and techniques for providing first aid in case of accidents at work, rules for the use and testing of protective equipment, these Rules;

job and production instructions;

labor protection instructions;

other rules, regulations and operational documents in force for this Consumer.

1.4.9. Training programs for electrical personnel indicating required sections rules and instructions are drawn up by the heads (responsible for the electrical equipment) of the structural divisions and may be approved by the person responsible for the electrical equipment of the Consumer.

The training program for managers of operational personnel, workers from among the operational, operational-repair and maintenance personnel should provide for training and knowledge testing, and for the heads of operational personnel, workers from among the operational, operational-repair personnel, there is also duplication.

1.4.10. An employee undergoing an internship (duplication) must be assigned an appropriate document to an experienced employee in the organization (for managers and specialists) or in the structural unit (for workers).

1.4.11. The internship is conducted under the guidance of a responsible training employee and is carried out according to programs developed for each position (workplace) and approved in the prescribed manner. The duration of the internship should be from 2 to 14 shifts.

1.4.12. The head of the Consumer or a structural unit may exempt from internship an employee with at least 3 years of experience in the specialty who is moving from one workshop to another, if the nature of his work and the type of equipment on which he previously worked does not change.

Admission to an internship is drawn up by a corresponding document from the head of the Consumer or a structural unit. The document indicates the calendar dates of the internship and the names of the employees responsible for its implementation.

The duration of the internship is set individually depending on the level of professional education, work experience, profession (position) of the student.

1.4.13. During the internship, the employee must:

To master the requirements of the rules of operation, labor protection, fire safety and their practical use at work;

Study the diagrams, production instructions and labor protection instructions, knowledge of which is mandatory for working in this position (profession);

Work out a clear orientation in your workplace;

Acquire the necessary practical skills in performing production operations;

To study the techniques and conditions for trouble-free, safe and economical operation of the serviced equipment.

1.4.14. The admission to duplication for operational personnel and independent work for administrative, technical and maintenance personnel is drawn up by an appropriate document for the Consumer.

After duplication, an employee from among the operational or operational-repair personnel can be admitted to independent work. Duration of duplication - from 2 to 12 work shifts. For a specific employee, it is established by the decision of the knowledge assessment commission, depending on the level of his professional training, length of service and work experience.

The admission to independent work for operational personnel is drawn up by the corresponding document of the head of the Consumer.

1.4.15. During the period of duplication, the employee must take part in control emergency and fire fighting exercises with an assessment of the results and registration in the appropriate logs.

The number of workouts and their topics are determined by the understudy training program.

1.4.16. If during the period of duplication the employee has not acquired sufficient production skills or received an unsatisfactory mark in emergency training, it is allowed to extend its duplication for a period of 2 to 12 work shifts and additionally conduct control emergency trainings. Extension of duplication is drawn up by the corresponding document of the Consumer.

1.4.17. If, during the duplication period, the professional unsuitability of the employee for this activity is established, he is removed from training.

1.4.18. During the passage of duplication, the trainee can perform operational switching, inspections and other work in electrical installations only with the permission and under the supervision of the trainee. Responsibility for the correctness of the actions of the trainee and his observance of the rules are borne by both the trainee and the employee teaching him.

1.4.19. Testing the knowledge of employees is subdivided into primary and periodic (regular and extraordinary).

The initial knowledge test is carried out for workers who first entered work related to the maintenance of electrical installations, or during a break in the knowledge test for more than 3 years; the next - in the manner prescribed in clause 1.4.20; and extraordinary - in the manner prescribed in clause 1.4.23.

1.4.20. The next check should be carried out in the following terms:

For electrical personnel directly organizing and carrying out maintenance work on existing electrical installations or performing commissioning, electrical installation, repair work or preventive tests in them, as well as for personnel entitled to issue orders, orders, and conduct operational negotiations - once a year;

For administrative and technical personnel who do not belong to the previous group, as well as for labor protection specialists admitted to inspect electrical installations - once every 3 years.

1.4.21. The time of the next check is set according to the date last check knowledge.

1.4.22. Employees who received an unsatisfactory mark during the next test of knowledge, the commission appoints a re-test no later than 1 month from the date of the last test. The period of validity of the certificate for an employee who received an unsatisfactory grade is automatically extended until the period appointed by the commission for the second check, if there is no special decision of the commission recorded in the knowledge test log on the temporary suspension of the employee from work in electrical installations.

1.4.23. An extraordinary test of knowledge is carried out regardless of the period of the previous test:

When the Consumer enters into force new or revised rules and regulations;

When installing new equipment, reconstructing or changing the main electrical and technological schemes (the need for an extraordinary check in this case is determined by the technical manager);

When appointing or transferring to another job, if new responsibilities require additional knowledge of the rules and regulations;

In case of violation by employees of the requirements of regulatory enactments on labor protection;

At the request of the state supervision authorities;

At the conclusion of the commissions that investigated accidents with people or violations in the operation of a power facility;

When increasing knowledge to a higher group;

When checking knowledge after receiving an unsatisfactory grade;

With a break in work in this position for more than 6 months.

1.4.24. The amount of knowledge for an extraordinary check and the date of its conduct is determined by the person responsible for the consumer's electrical facilities, taking into account the requirements of these Rules.

1.4.25. An extraordinary check, carried out at the request of the state supervision and control bodies, as well as after the accidents, incidents and accidents that have occurred, does not cancel the terms of the next check on schedule and can be carried out in the commission of the state energy supervision bodies.

1.4.26. In the event of changes and additions to the current rules, an extraordinary check is not carried out, but they are brought to the attention of employees with registration in the register of instructions at the workplace.

1.4.27. Checking the knowledge of the rules and regulations of work in the electrical installations of Consumers should be carried out according to the calendar schedules approved by the head of the Consumer.

Workers subject to knowledge testing should be familiar with the schedule.

1.4.28. Knowledge testing of those responsible for the electrical facilities of the Consumers, their deputies, as well as labor protection specialists, whose duties include control over electrical installations, is carried out in the commission of the state energy supervision bodies.

1.4.29. It is allowed not to carry out, in agreement with the state energy supervision authorities, a knowledge test of a specialist hired part-time in order to make him responsible for the electrical system, if simultaneous execution following conditions:

if no more than 6 months have passed since the knowledge test in the state energy supervision commission as administrative and technical personnel for the main work;

the energy intensity of electrical installations, their complexity in a part-time organization is not higher than at the place of main work;

the organization has no part-time electrical installations with a voltage higher than 1000 V.

1.4.30. To test the knowledge of the electrical and electrotechnical personnel of the organization, the head of the Consumer must appoint, by order of the organization, a commission of at least five people.

The chairman of the commission must have a group on electrical safety V for Consumers with electrical installations with voltages up to and above 1000 V and group IV for Consumers with electrical installations with voltages only up to 1000 V.

1.4.31. All members of the commission must have an electrical safety group and pass a knowledge test in the commission of the state energy supervision body.

It is allowed to test the knowledge of individual members of the commission on the spot, provided that the chairman and at least two members of the commission have passed the knowledge test in the commission of the state energy supervision bodies.

1.4.32. In structural divisions, the head of the Consumer may create commissions to test the knowledge of employees of structural divisions.

Members of the commissions of structural divisions must pass a test of knowledge of norms and rules in the Central Commission of the Consumer.

1.4.33. When carrying out the procedure for checking knowledge, at least three members of the commission must be present, including the chairman (deputy chairman) of the commission.

1.4.34. Testing the knowledge of employees of Consumers, whose number does not allow the formation of commissions for testing knowledge, should be carried out in the commissions of state energy supervision bodies.

1.4.35. Commissions of state energy supervision bodies to test knowledge can be created with specialized educational institutions(institutes for advanced training, training centers, etc.). They are appointed by order (decree) of the head of the state energy supervision body. The members of the commission must pass a knowledge test in the state energy supervision body that issued permission to create this commission. A senior state inspector (state inspector) for energy supervision is appointed as the chairman of the commission.

1.4.36. According to their decision, representatives of state supervision and control bodies can take part in the work of knowledge testing commissions at all levels.

1.4.37. The knowledge of each employee is tested individually.

For each position (profession), the head of the Consumer or a structural unit must determine the scope of checking the knowledge of norms and rules, taking into account the job duties and the nature of the employee's production activity in the relevant position (profession), as well as the requirements of those regulatory documents, the provision and observance of which is included in his job responsibilities.

1.4.38. Based on the results of testing the knowledge of electrical installation rules, these Rules, safety rules and other regulatory and technical documents, an electrical safety group is established for electrical (electrotechnical) personnel.

1.4.39. The results of the knowledge test are entered in the journal of the established form and signed by all members of the commission. If the knowledge test of several employees was carried out on the same day and the composition of the commission did not change, then the members of the commission can sign 1 time after the end of the work; at the same time it should be indicated in words total number employees who have been tested for knowledge.

Personnel who have successfully passed the knowledge test are issued a certificate of the established form.

1.4.40. It is allowed to use control and training machines based on personal electronic computers (PC) for all types of verification, except for the primary one; however, the entry in the knowledge check log is not canceled.

At the same time, the developed program should ensure the possibility of using it in the training mode.

1.4.41. In the case of using a PC and receiving an unsatisfactory mark in the autoexaminer's protocol and disagreeing with the person being checked, the commission asks additional questions. The final score is established based on the results of a survey of the commission.

1.4.42. A labor protection specialist, whose duties include the inspection of electrical installations, who have passed the knowledge test in the volume of group IV on electrical safety, is issued a certificate for the right to inspect electrical installations of his Consumer.

1.4.43. Consumers should conduct systematic work with electrical personnel, aimed at improving their qualifications, the level of knowledge of the rules and instructions for labor protection, studying the best practices and safe techniques for servicing electrical installations, preventing accidents and injuries.

The volume of organized technical training, the need for emergency training is determined by the technical manager of the Consumer.

Chapter 1.5
Electricity management
General Provisions

1.5.1. The control system of the electrical facilities of the Consumer of electrical energy is part of energy management, integrated into the consumer's management system as a whole, and must ensure:

prompt development of the consumer's power supply scheme to meet his needs for electricity;

efficient operation of electrical facilities by improving energy production and implementing energy saving measures;

increasing the reliability, safety and trouble-free operation of equipment;

renovation of basic production assets through technical re-equipment and reconstruction of electrical facilities, modernization of equipment;

introduction and development of new technology, operation and repair technology, effective and safe methods of organizing production and labor;

professional development of personnel, dissemination of advanced labor methods and economic knowledge, development of rationalization and invention;

operational dispatch control of the electrical facilities, including its own sources of electrical energy, coordinated with the energy supplying organization;

control over the technical condition of its own electrical installations and the operation of its own sources of electrical energy operating autonomously (not being block stations);

control over the observance by the organization of the operating modes and energy consumption limits set by the energy supply organization.

1.5.2. The Consumer should organize an analysis of the technical and economic indicators of the operation of the electrical equipment and its structural divisions to assess the state individual elements and the entire power supply system, their modes of operation, compliance with standardized and actual indicators of the functioning of the electrical facilities, the effectiveness of organizational and technical measures.

1.5.3. Based on the analysis, measures should be developed and implemented to improve the reliability, efficiency and safety of power supply to the organization and its structural divisions.

1.5.4. The Consumer must develop and operate a system to stimulate the work of personnel to improve the efficiency of the functioning of the electrical facilities, including a system of training and retraining of personnel.

1.5.5. The results of the work of the shift, site, workshop and the entire electrical facility should be periodically reviewed with personnel in order to analyze and eliminate the shortcomings of their work.

1.5.6. In the electrical facilities of the Consumer and its structural subdivisions, accounting of equipment performance indicators (shift, daily, monthly, quarterly, annual) should be organized according to established forms to control its efficiency and reliability, based on the readings of instrumentation, test results, measurements and calculations.

1.5.7. The heads of the Consumer, services, workshops must ensure the reliability of the readings of the control and measuring instruments and systems, the correct setting of accounting and reporting in accordance with the current normative and technical documents.

Operational management

1.5.8. Consumers who have own sources of electric energy or having independent enterprises of electric networks in their power supply system, operational dispatch control of electrical equipment should be organized, the tasks of which are:

development and maintenance of the required operating mode;

production of switching starts and stops;

localization of accidents and restoration of the operating mode;

planning and preparation of schemes and equipment for the production of repair work in electrical installations;

compliance with the requirements for the quality of electrical energy;

ensuring the efficiency of the operation of electrical equipment and the rational use of energy resources while observing the consumption regimes;

prevention and elimination of accidents and failures in the production, transformation, transmission, distribution and consumption of electrical energy.

The organization of dispatch control at the Consumers must be carried out in accordance with the requirements of the current rules, while the Consumers included in the register of energy supplying organizations carry out their activities in accordance with the rules for the technical operation of power plants and networks.

1.5.9. The system of operational management of the electrical facilities, the organizational structure and form of operational management, as well as the type of operational maintenance of electrical installations, the number of workers from the operational personnel in the shift is determined by the head of the Consumer and is documented.

1.5.10. Operational management should be organized according to hierarchical structure, providing for the distribution of functions of operational control and management between levels, as well as the subordination of lower levels of management to higher levels.

For consumers of electrical energy, the higher level of operational management is the dispatching services of the corresponding power supply organizations.

1.5.11. For each operational level, two categories of equipment and structure management should be established - operational management and operational management.

1.5.12. In the operational management of a senior employee from among the operational personnel, there should be equipment, power lines, conductors, devices relay protection, the equipment of the emergency and regime automation system, the means of dispatching and technological control, operations with which require coordination of the actions of subordinate operating personnel and coordinated changes in regimes at several objects.

Operations with the specified equipment and devices should be carried out under the supervision of a senior worker from among the operating personnel.

1.5.13. The operational supervision of a senior employee from among the operating personnel should include equipment, power lines, conductors, relay protection devices, equipment for the emergency and regime automation system, dispatch and technological control facilities, operations with which do not require coordination of actions of personnel of different energy facilities, but the state and the operating mode of which affects the operating mode and reliability of electrical networks, as well as the setting of emergency control devices.

Operations with the specified equipment and devices must be carried out with the permission of a senior worker from among the operational personnel.

1.5.14. All power lines, conductors, equipment and devices of the consumer's power supply system must be distributed according to the levels of operational management.

Lists of power lines, conductors, equipment and devices that are in the operational management or operational management of a senior employee from among the operational personnel of the Consumer must be drawn up taking into account the decisions on the operational management of the energy supplying organization, agreed with it and approved by the technical manager of the Consumer.

1.5.15. The relationship of personnel at various levels of operational management should be regulated by the relevant provisions, contracts and instructions, agreed and approved in the prescribed manner.

1.5.16. Operational control should be carried out from the control panel or from the control room. It is possible to use an electrical room adapted for this purpose.

Control boards (points) must be equipped with communication facilities. It is recommended to record operational conversations on a tape recorder.

1.5.17. On the boards (points) of operational control and in other rooms adapted for this purpose, there should be operational diagrams (layout diagrams) of electrical connections of electrical installations that are in operational control.

All changes in the wiring diagram of electrical installations and relay protection and automation devices (hereinafter referred to as RPA), as well as the places of overlapping and removing grounding should be reflected in the operating diagram (layout diagram) after switching.

1.5.18. For each electrical installation, single-line wiring diagrams must be drawn up for all voltages under normal operating conditions of the equipment, approved once every 2 years by the person responsible for the consumer's electrical equipment.

1.5.19. At each dispatching point, control panel of the consumer's power supply system and an object with constant personnel on duty, there must be local instructions for the prevention and elimination of accidents. These instructions must be coordinated with the superior body of operational dispatch control.

1.5.20. Each Customer should have developed instructions for operational management, conducting operational negotiations and recordings, performing operational switching and eliminating emergency modes, taking into account the specifics and structural features of organizations.

1.5.21. Switchings in electrical circuits of switchgears (hereinafter - RU) of substations, switchboards and assemblies are carried out by order or with the knowledge of the higher operational personnel, in the operational management or control of which is this equipment, in accordance with the procedure established by the Consumer by oral or telephone order with an entry in the operational log.

Operational switching should be performed by an employee from among the operational personnel who directly maintains electrical installations.

The switching order must indicate their sequence. The order is considered executed only after receiving a message about it from the employee to whom it was given.

1.5.22. Complex switchings, as well as all switchings (except for single ones) on electrical installations that are not equipped with interlocking devices or have faulty interlocking devices, must be carried out according to programs, switching forms.

The complex includes switching, requiring a strict sequence of operations with switching devices, grounding disconnectors and relay protection devices, emergency and mode automatics.

1.5.23. Lists of complex switchings, approved by technical managers, should be stored at dispatching points, central (main) control panels of power plants and substations.

The lists of complex switching should be revised when changing the circuit, equipment composition, protection and automation devices.

1.5.24. Complex switching should be performed, as a rule, by two workers, of whom one is the supervisor.

If there is one worker in the shift from among the operating personnel, the supervisor can be an employee from the administrative and technical personnel who knows the scheme of this electrical installation, the rules for making switches and is allowed to perform switching.

1.5.25. In case of complex switching, it is allowed to involve a third employee from the personnel of the relay protection and automation services for the operation in the relay protection circuits. This worker, who has previously read and signed the switching form, must perform each operation as ordered by the worker performing the switching.

All other switchings in the presence of an operable interlocking device can be performed individually, regardless of the composition of the shift.

1.5.26. In urgent cases (accident, natural disaster, as well as during the elimination of accidents), it is allowed, in accordance with local instructions, to perform switching without the order or without the knowledge of the superior operational personnel, followed by his notification and entry in the operational log.

1.5.27. The list of employees entitled to perform operational switching is approved by the head of the Consumer.

The list of employees who have the right to conduct operational negotiations is approved by the person in charge of the electrical facilities and transferred to the energy supplying organization and sub-subscribers.

1.5.28. For repetitive complex switchings, typical programs, switch forms * should be used.

* When drawing up standard programs and switching forms, energy services are recommended to use the standard instructions for switching in electrical installations, which are valid in power supply organizations.

When eliminating technological violations or to prevent them, it is allowed to switch without switching forms, followed by an entry in the operational log.

1.5.29. The programs and forms of switching, which are operational documents, must establish the order and sequence of operations when carrying out switching operations in the circuits of electrical connections of electrical installations and relay protection and automation circuits.

Switching forms (standard forms) must be used by the operating personnel directly performing the switchings.

1.5.30. Switching programs (standard programs) should be applied by the managers of operating personnel when making switches in electrical installations of different control levels and different power facilities.

The granularity of programs should be consistent with the level of operational management.

The workers directly performing the switching are allowed to use the switching programs of the corresponding dispatcher, supplemented with switching forms.

1.5.31. Typical programs and forms of switching should be adjusted when changes in the main wiring diagram of electrical installations related to the commissioning of new equipment, replacement or partial dismantling of obsolete equipment, reconstruction of switchgears, as well as when new or changes in installed relay protection and automation devices are switched on.

1.5.32. In electrical installations with voltages above 1000 V, switching is carried out:

without switching forms - with simple switching and in the presence of operating interlocking devices, excluding incorrect operations with disconnectors and earthing knives during all switching operations;

according to the switching form - in the absence of interlocking devices or their malfunction, as well as in case of complex switching.

1.5.33. When eliminating failures, switchings are carried out without forms, followed by an entry in the operational log.

Switching forms must be numbered. Used forms are stored in the prescribed manner.

In electrical installations with voltages up to 1000 V, switching is carried out without drawing up switching forms, but with an entry in the operational log.

1.5.34. Electrical equipment, turned off at the verbal request of the technological personnel for the performance of any work, is turned on only at the request of the employee who submitted the request for disconnection, or replacing him.

Before starting up the temporarily disabled equipment at the request of the technological personnel, the operating personnel must inspect the equipment, make sure that it is ready to be energized and warn the personnel working on it about the upcoming power-up.

The procedure for filing applications for disconnecting and switching on electrical equipment must be approved by the technical manager of the Consumer.

1.5.35. In electrical installations with constant personnel on duty, equipment that has been under repair or being tested is switched on under voltage only after it has been accepted by the operating personnel.

In electrical installations without constant personnel duty, the procedure for accepting equipment after repair or testing is established by local instructions, taking into account the characteristics of the electrical installation and compliance with safety requirements.

1.5.36. When switching in electrical installations, the following order must be observed.

an employee who has received a switching task is obliged to repeat it, record it in the operational log and establish the order of forthcoming operations according to the operational scheme or layout scheme; draw up, if required, a form of switching. Operations' negotiations should be as short and clear as possible. The operational language should exclude the possibility of misunderstanding by the personnel of the received messages and transmitted orders. The giver and receiver of the order must clearly understand the order of operations:

if the switchings are performed by two workers, then the one who received the order is obliged to explain, according to the operational diagram of the connections, to the second worker participating in the switchings, the order and sequence of forthcoming operations;

if there are doubts about the correctness of the switching, they should be stopped and the required sequence should be checked according to the operational connection diagram;

after the completion of the switching task, an entry should be made about this in the operational log.

1.5.37. In case of planned changes in the scheme and operating modes of the power equipment of Consumers, changes in relay protection and automation devices, dispatching services in whose management the equipment and relay protection and automation devices are located, the necessary changes and additions must be made in advance to the standard programs and switching forms at the appropriate levels of operational control.

1.5.38. Operational personnel directly performing switching operations are not allowed to unauthorizedly deactivate the interlocks.

Unlocking is allowed only after checking the disconnected position of the switch on site and finding out the reason for the failure of the interlocking with the permission and under the guidance of employees authorized to do so by a written order of the Consumer responsible for the electrical equipment.

If a release is required, a switching form is drawn up and the release operations are entered into it.

1.5.39. The switching form is filled in by the attendant who has received the order to carry out the switching. Both workers, who carried out the switching, sign the form.

The supervisor when performing switches is the senior in position.

The responsibility for correct switching in all cases rests with both workers performing the operations.

1.5.40. Switching in packaged switchgears (on packaged transformer substations), including rolling-out and rolling-in of carts with equipment, as well as switching in switchgears, on boards and assemblies with voltages up to 1000 V, is allowed to be performed by one employee from among the operational personnel serving these electrical installations.

1.5.41. Switching in electrical equipment and relay protection and automation devices, which are in the operational management of the superior operational personnel, should be made by order, and those under its jurisdiction - with its permission.

In the event of a fire and emergency response, operating personnel must act in accordance with local instructions and an operational firefighting plan.

1.5.42. The order for switching must indicate the sequence of operations in the electrical installation diagram and relay protection and automation circuits with the required degree of detail, determined by the superior operating personnel.

The switch executor must be simultaneously given no more than one task to carry out operational switchings.

1.5.43. In the event of a voltage failure on an electrical installation, operating personnel must be ready for its appearance without warning at any time.

1.5.44. Disconnection and switching on under voltage and in the operation of a connection that has a switch in its circuit must be carried out using a switch.

It is allowed to turn off and on by separators, disconnectors, detachable contacts of connections of complete switchgears (KRU), including outdoor devices (KRUN):

neutrals power transformers voltage 110-220 kV;

grounding arc suppression reactors with a voltage of 6-35 kV in the absence of an earth fault in the network;

magnetizing current of power transformers with a voltage of 6-220 kV;

charging current and earth fault current of overhead and cable power lines;

charging current of bus systems, as well as charging current of connections in compliance with the requirements of regulatory and technical documents of the power supply organization.

V ring networks voltage 6-10 kV, disconnectors are allowed to disconnect equalizing currents up to 70 A and close the network into a ring when the voltage difference across the open contacts of the disconnectors is not more than 5% of the rated voltage. It is allowed to turn off and turn on the load current up to 15 A by outdoor three-pole disconnectors at a voltage of 10 kV and below.

The disconnectors allow remote disconnection of a faulty 220 kV circuit breaker bridged with one circuit breaker or a chain of several circuit breakers of other connections of the bus system, if disconnection of the circuit breaker can lead to its destruction and de-energize the substation.

The permissible values ​​of the currents to be turned off and turned on by the disconnectors must be determined by the NTD of the power supply organization. The procedure and conditions for performing operations for various electrical installations should be regulated by local instructions.

Automated energy management systems

1.5.45. Power facilities of Consumers can be equipped with automated control systems (hereinafter referred to as ACSE), which are used to solve a set of tasks:

operational management;

management of production and technical activities;

training of operating personnel;

technical and economic forecasting and planning;

management of repair of electrical equipment, distribution and sale of electricity, development of electrical facilities, material and technical supply, personnel.

1.5.46. ASUE is a subsystem of the automated control system by the Consumer (hereinafter referred to as the ACS) and must have the necessary means of communication and telemechanics with the dispatch centers of the power supply organization in the amount agreed with the latter.

1.5.47. The sets of tasks of the automated control system in each electrical facility should be selected based on production and economic feasibility, taking into account the rational use of existing standard solutions packages of applied programs and capabilities of technical means.

1.5.48. The complex of technical means of the automated control system should include:

means for collecting and transmitting information (information sensors, communication channels, telemechanics devices, data transmission equipment, etc.):

information processing and display facilities (computers, analog and digital devices, displays, printing devices, etc.);

auxiliary systems (power supply, air conditioning, fire protection).

1.5.49. The commissioning of the automated control system should be carried out in accordance with the established procedure on the basis of the act of the acceptance commission. Putting into commercial operation may be preceded by its trial operation lasting no more than 6 months.

The creation and commissioning of the automated control system can be carried out in queues.

Acceptance of the automated control system for industrial operation should be carried out upon completion of the acceptance into industrial operation of the solution of all tasks provided for the queue being introduced.

1.5.50. When organizing the operation of the automated control system, the responsibilities of structural units for the maintenance of a complex of technical means, software must be determined by order of the head of the Consumer.

At the same time, the operation and repair of equipment for high-frequency channels telephone connection and telemechanics on power lines with a voltage above 1000 V (coupling capacitors, high-frequency barrage reactors, grounding knives, antenna communication devices, bushings, arresters of adjustment elements and connection filters, etc.) should be carried out by personnel servicing installations with voltages above 1000 V.

Maintenance and verification of telemetry sensors (converters) included in the secondary winding circuits of current and voltage transformers should be carried out by personnel of the relevant departments involved in the operation of relay protection and automation devices and metrological support.

1.5.51. Subdivisions serving ASUE should provide:

reliable operation of technical means, information and software;

provision of information processed by a computer according to the schedule;

efficient use computing technology in accordance with applicable regulations;

improvement and development of the management system, including the introduction of new tasks, modernization of programs in operation, mastering advanced technology collection and preparation of baseline information;

maintaining classifiers of normative and reference information;

organization communication with adjacent hierarchical levels of the automated control system;

development of instructional and methodological materials necessary for the functioning of the automated control system;

analysis of the ASUE operation, its economic efficiency, timely reporting.

1.5.52. For each ASUE, its service personnel must maintain technical and operational documentation according to the list approved by the technical manager of the Consumer.

1.5.53. To deactivate the output telecontrol circuits at substations and control rooms, special common keys or disconnecting devices must be used. Disconnection of telecontrol and remote signaling circuits of individual connections must be made on detachable clamps or on individual disconnecting devices upon permission and application of the relevant dispatching service. All operations with common telecontrol keys and individual disconnecting devices in the telecontrol and tele-signaling circuits are allowed to be performed only at the direction or with the knowledge of the senior worker from the operating personnel.

1.5.54. Repair and maintenance work on technical means ASUE should be carried out in accordance with the approved schedules. The order of their withdrawal for repair, maintenance and repair should be determined by the approved regulation.

Decommissioning of dispatcher communication facilities and telemechanics systems should be formalized by an operational request.

1.5.55. The Head of the Consumer must ensure the analysis of the functioning of the automated control system, control over the operation and the development of measures for the development and improvement of the automated control system and its timely re-equipment.

Chapter 1.6
Maintenance, repair, modernization and reconstruction

1.6.1. Consumers must ensure the performance of maintenance, scheduled preventive maintenance, modernization and reconstruction of electrical equipment. The responsibility for their implementation rests with the head.

1.6.2. The scope of maintenance and scheduled preventive repairs should be determined by the need to maintain the operability of electrical installations, periodically restore them and bring them in line with changing operating conditions.

1.6.3. For all types of repairs of the main equipment of electrical installations, the person responsible for the electrical equipment must draw up annual plans (schedules), approved by the technical manager of the Consumer.

Repair of electrical equipment and devices directly connected with technological units should be carried out simultaneously with the repair of the latter.

1.6.4. Repair schedules for electrical installations affecting the change in production volumes must be approved by the head of the organization. Consumers should also develop long-term plans for the technical re-equipment and reconstruction of electrical installations.

1.6.5. The frequency and duration of all types of repairs, as well as the duration of the annual downtime for repairs for certain types of electrical equipment are established in accordance with these Rules, current industry standards and instructions from manufacturers.

1.6.6. Maintenance and repairs can also be carried out based on the results of technical diagnostics during the functioning of the technical diagnostics system at the Consumer - the totality of the diagnosed object, the diagnostics process and the performers prepared for diagnostics and performing it according to the rules established by the relevant documentation.

Such documentation includes: industry standard (hereinafter referred to as OST), departmental guidance document (hereinafter referred to as WFD), regulations, enterprise standard (hereinafter referred to as STP) and other documents adopted in this industry or at this Consumer.

V this document, drawn up in accordance with the current rules of state supervision bodies and state standards, describes the entire procedure for carrying out technical diagnostics and delivery of technical diagnoses. The document is drawn up separately for the types of electrical installations. For electrical equipment, the recommended approximate procedure for technical diagnostics of consumers' electrical installations is presented in Appendix 2.

1.6.7. After the expiration of the service life established by the normative and technical documentation, all technological systems and electrical equipment must undergo a technical examination by a commission headed by the technical manager of the Consumer in order to assess the condition, establish the terms of further work and operating conditions.

The results of the commission's work must be reflected in the act and technical passports of technological systems and electrical equipment with the obligatory indication of the period of the subsequent examination.

Technical examination can also be carried out by specialized organizations.

1.6.8. Constructive changes in electrical equipment and devices, as well as changes in electrical circuits during repairs are carried out in accordance with the approved technical documentation.

1.6.9. Prior to the withdrawal of the main equipment of electrical installations for overhaul, there must be:

a statement of the scope of work and an estimate have been drawn up, updated after opening and inspection of the equipment, as well as a schedule of repair work;

prepared according to the bill of quantities necessary materials and spare parts;

compiled and approved technical documentation for work during the overhaul period;

the tools, devices, rigging equipment and lifting and transport mechanisms are completed and brought into good working order;

workplaces for repairs were prepared, the site was laid out with an indication of the placement of parts and parts;

the repair teams have been completed and instructed.

1.6.10. The equipment installed by the Customer must be provided with spare parts and materials. The condition of spare parts, materials, terms of delivery, storage should be periodically checked by the person responsible for the electrical equipment.

1.6.11. Equipment put in after repair must be tested in accordance with the standards for testing electrical equipment (Appendix 3).

1.6.12. Special tests of the equipment in operation are carried out according to the schemes and programs approved by the person in charge of the electrical equipment.

1.6.13. The main equipment of electrical installations that has undergone major repairs is subject to load tests for at least 24 hours, unless there are other instructions from the manufacturers. If defects are found that prevent the normal operation of the equipment, the repair is considered incomplete until these defects are eliminated and the test is repeated.

1.6.14. All work performed during the overhaul of the main electrical equipment is accepted according to the act, to which the technical documentation for the repair must be attached. Acts with all attachments are stored in the equipment passports. About the work carried out during the repair of the rest of the electrical equipment and apparatus, is done detailed entry in the equipment passport or in a special repair log.

1.6.15. For the timely and high-quality execution of the tasks specified in this chapter, the repair personnel must have warehouses, workshops and other appropriate premises, as well as fixtures, test and measurement instruments, incl. for early diagnosis of defects, for example, vibroacoustic devices, thermal imagers, stationary and mobile laboratories, etc.

Chapter 1.7
Safety and environmental regulations

1.7.1. The Head of the Consumer is obliged to ensure safe working conditions for employees in accordance with the legislation of the Russian Federation.

1.7.2. The device of electrical installations must comply with the requirements of the rules for the installation of electrical installations, building codes and regulations, state standards, labor safety rules and other regulatory and technical documentation.

The organization of operation and repair of electrical installations must comply with the requirements of these Rules, state standards, safety rules for the operation of electrical installations and other regulations on labor protection (hereinafter - OT) and safety (hereinafter - TB).

1.7.3. Protective equipment, tools and devices used in the maintenance and repair of electrical installations must meet the requirements of the relevant state standards and applicable rules for the use and testing of protective equipment.

Protective equipment, tools and accessories must be inspected and tested in accordance with current regulations.

1.7.4. The Consumer must have developed and approved labor protection instructions both for workers of certain professions and for certain types of work.

1.7.5. Each employee is obliged to know and comply with the labor safety requirements related to the serviced equipment and the organization of labor in the workplace.

1.7.6. For each Consumer, the work to create safe working conditions must comply with the regulation on the occupational health and safety management system, which establishes unified system organization and safe production of work, functional duties of employees from electrical, electrotechnical and other personnel, their relationship and responsibility by position.

The Head of the Consumer and the person in charge of the electrical equipment, as well as the employees who replace them, are personally responsible for creating safe working conditions for employees of the electrical equipment, staffing with trained and certified electrical personnel, organizational and technical work to prevent cases of electric shock to the personnel of the Consumer.

Those responsible for the electrical equipment of the structural divisions of the Consumer are responsible for the organizational and technical measures to create safe and healthy working conditions, for conducting briefings on health and safety with a visual display and training of personnel safe methods work, for the observance of labor safety requirements by the personnel and the use of tools, devices, protective equipment, overalls that meet the requirements of current norms and rules.

1.7.7. The Head of the Consumer and the person responsible for the electrical equipment must control the compliance of working conditions at workplaces with safety and industrial sanitation requirements. If it is impossible to eliminate the impact on personnel of harmful and dangerous factors, leading officials are obliged to provide personnel with personal protective equipment.

1.7.8. The Consumer's manager is obliged to organize training, knowledge testing, instructing personnel in accordance with the requirements of state standards, these Rules, labor safety rules and local instructions.

1.7.9. The employee who conducted the briefing makes an entry in the register of briefings at the workplace and (or) in a personal card with the obligatory signature of the instructor and instructor about the initial briefing at the workplace, repeated, unscheduled, internship and admission to work. When registering an unscheduled briefing, indicate the reason for its conduct.

1.7.10. The investigation materials of accidents associated with the operation of electrical installations, as well as violations of labor safety requirements, should be carefully analyzed to identify the cause and culprit of their occurrence, to take measures to prevent such cases.

Accident reports, their investigation and registration should be carried out in accordance with the established procedure.

The head of the Consumer is responsible for the correct and timely investigation and recording of accidents, the execution of acts of the N-1 form, the development and implementation of measures to eliminate the causes of the accident.

1.7.11. Responsibility for accidents occurring at work is borne by both employees who directly violated safety requirements or labor protection instructions, and those responsible for the electrical equipment of the Consumer and its structural divisions, as well as other employees from the administrative and technical personnel, the head of the Consumer who did not ensure safety labor and industrial sanitation standards, compliance with labor safety standards and not taking appropriate measures to prevent accidents.

1.7.12. Investigation materials for group accidents and fatalities should be worked out with the personnel of energy services of all structural divisions of the Consumer. Measures must be developed and implemented to prevent similar accidents.

1.7.13. All energy service personnel must be trained practical techniques liberation of a person who has fallen under the influence of an electric current, and is practically trained in methods of providing first aid to victims directly at the scene. First aid training should be provided by a specially trained instructor.

Testing the knowledge of the rules and techniques of first aid in case of accidents at work should be carried out with a periodic check of knowledge of the rules and regulations of work in electrical installations.

1.7.14. The Consumer's manager must provide each electrician with personal instructions on how to provide first aid in case of industrial accidents.

1.7.15. Workplaces should have first-aid kits or first-aid bags with a set of medicines. The stock of medicines, taking into account the expiration dates, must be constantly renewed.

1.7.16. The personnel must be provided with overalls, footwear and other personal protective equipment in accordance with the current regulations, depending on the nature of the work performed and must use them during the work.

1.7.17. When carrying out construction and installation, commissioning and repair work on the existing electrical installations of the Consumer, third-party organizations should develop joint measures for labor safety, industrial sanitation, explosion and fire safety, taking into account the interaction of construction and installation and operating personnel. The heads of the organizations carrying out these works are responsible for the qualifications of their personnel, their compliance with safety requirements and for the organization and implementation of labor safety measures in their areas of work.

When performing work on the same equipment or structure at the same time by several organizations, a work organization plan should be drawn up.

1.7.18. The fire safety of electrical installations, buildings and structures in which they are located must meet the requirements of the current fire safety rules (hereinafter - PPB) as well as industry rules that take into account the peculiarities of individual industries.

1.7.19. All employees of the Consumer must undergo fire safety training.

Electrical personnel must undergo a periodic examination of the knowledge of the PPB simultaneously with the examination of knowledge of the norms and rules of work in electrical installations.

1.7.20. Electrical installations must be equipped with primary fire extinguishing equipment.

1.7.21. When operating electrical installations, measures should be taken to prevent or limit the harmful effects on the environment of emissions of pollutants into the atmosphere and discharges into water bodies, reduce sound pressure, vibration, electric and magnetic fields and other harmful physical effects, and reduce water consumption from natural sources.

1.7.22. The amount of pollutant emissions into the atmosphere should not exceed established norms maximum permissible emissions (limits), discharges of pollutants into water bodies - norms of maximum permissible or temporarily agreed discharges. The strength of the electric and magnetic fields should not exceed the maximum acceptable levels of these factors, noise impact - the norms of sound power of the equipment established by the relevant sanitary norms and standards.

1.7.23. The Consumer operating oil-filled electrical equipment must develop measures to prevent accidental emissions of it into the environment.

At the main step-down substation (hereinafter referred to as the GPP) and in the switchgear (hereinafter referred to as the RU) with oil-filled electrical equipment, oil receivers, oil outlets and oil collectors must be installed in accordance with the requirements of the current electrical installation rules. Oil suction devices must be kept in a condition that ensures oil intake at any time of the year.

1.7.24. Consumers who generate toxic waste during the operation of electrical installations must ensure their timely disposal, neutralization and disposal. Storage or burial of toxic waste on the territory of the Consumer is not allowed.

1.7.25. Operation of electrical installations without devices that ensure compliance with the established sanitary norms and rules and environmental requirements, or with faulty devices that do not ensure compliance with these requirements, is not allowed.

1.7.26. When operating electrical installations in order to protect water bodies from pollution, it is necessary to be guided by the current legislation, state and industry standards for the protection of water bodies from pollution.

Chapter 1.8
Technical documentation

1.8.1. Each Consumer must have the following technical documentation:

master plan with applied buildings, structures and underground electrical communications;

approved design documentation (drawings, explanatory notes, etc.) with all subsequent changes;

acts of acceptance of hidden works, testing and adjustment of electrical equipment, acceptance of electrical installations into operation;

executive working diagrams of primary and secondary electrical connections;

acts of differentiation of networks by property (balance) ownership and operational responsibility between the energy supplying organization and the Consumer;

technical passports of the main electrical equipment, buildings and structures of power facilities, certificates for equipment and materials subject to mandatory certification;

production instructions for the operation of electrical installations;

job descriptions for each workplace, instructions for labor protection at workplaces (for the operator of a personal electronic computer (hereinafter - PC), for the use of portable power receivers, etc.), fire safety instructions, instructions for the prevention and elimination of accidents, instructions for performing switchings without orders, instructions for metering electricity and its rational use, instructions for labor protection for workers servicing electrical equipment of electrical installations. All instructions are developed taking into account the types of work performed (work on operational switching in electrical installations, climbing work, work at height, installation, commissioning, repair work, testing and measurements, etc.) and are approved by the head of the Consumer.

The set of the above documentation must be kept by the Consumer and, when the owner changes, be transferred in full to the new owner. The order of storage of documentation is established by the head of the Consumer.

1.8.2. Each Consumer for structural divisions must have lists of technical documentation approved by the technical manager. The complete set of instructions must be kept by the person responsible for the electrical equipment of the shop, site, and the necessary set must be kept by the appropriate personnel at the workplace.

The lists should be revised at least once every 3 years.

The list should include the following documents:

electrical equipment logs listing the main electrical equipment and indicating their technical data, as well as the inventory numbers assigned to them (the magazines are accompanied by operating instructions and technical passports of manufacturers, certificates certifying the quality of equipment, products and materials, protocols and reports of tests and measurements , repair of equipment and power lines, maintenance of relay protection devices);

drawings of electrical equipment, electrical installations and structures, sets of drawings of spare parts, executive drawings of air and cable routes and cable magazines;

drawings of underground cable routes and grounding devices with links to buildings and permanent structures and an indication of the installation locations of couplings and intersections with other communications;

general power supply schemes drawn up for the Consumer as a whole and for individual workshops and sections (divisions);

acts or written instructions from the head of the Consumer on the delimitation of networks by balance and operational responsibility between structural divisions (if necessary);

a set of production instructions for the operation of electrical installations of a shop, site (subdivision) and sets of necessary job descriptions and labor protection instructions for employees of this subdivision (service);

employee lists:

list of gas hazardous underground structures, special work in electrical installations;

Overhead lines that, after disconnection, are under induced voltage;

list of works permitted in the order of current operation;

electrical installations where additional measures are required to ensure the safety of work;

positions of engineering and technical personnel (hereinafter referred to as ITR) and electrotechnological personnel who need to have an appropriate group for electrical safety;

professions and jobs requiring personnel to be assigned to group I for electrical safety;

separation of duties of electrotechnical and electrotechnical personnel;

electrical installations under operational control;

a list of complex switchings performed according to switch forms;

measuring instruments converted to indicators;

inventory means of protection, distributed between objects.

1.8.3. All changes in electrical installations made during operation must be reflected in the diagrams and drawings in a timely manner signed by the person in charge of the electrical equipment, indicating his position and the date of the change.

Information about changes in the schemes should be brought to the attention of all employees for whom knowledge of these schemes is mandatory, with an entry in the work logbook for orders and orders.

1.8.4. Designations and numbers on the diagrams must correspond to designations and numbers made in kind.

1.8.5. The compliance of electrical (technological) circuits (drawings) with actual operational ones should be checked at least once every 2 years with a mark on them about the verification.

1.8.6. The set of power supply schemes must be kept by the person responsible for the electrical equipment at his workplace.

Operational diagrams of electrical installations of a given workshop, site (subdivision) and related electrically other subdivisions must be stored at the workplace of the subdivision's operating personnel.

The main circuits are hung out in a conspicuous place in the room of this electrical installation.

1.8.7. All workplaces must be provided with the necessary instructions: production (operational), job, labor protection and fire safety measures.

1.8.8. In the event of a change in the operating conditions of electrical equipment, appropriate additions are made to the instructions, which is communicated to employees, for whom knowledge of these instructions is required, against signature.

The instructions are reviewed at least once every 3 years.

1.8.9. At the workplaces of operating personnel (at substations, in switchgears or in rooms allocated for personnel serving electrical installations), the following documentation must be kept:

operational scheme, and, if necessary, a layout scheme. For Consumers who have a simple and visual diagram power supply, it is enough to have a single-line diagram of primary electrical connections, on which the actual position of the switching devices is not marked;

operational log;

journal of accounting of work on orders and orders;

a journal for issuing and returning keys from electrical installations;

relay protection, automation and telemechanics journal;

a magazine or card file of defects and malfunctions in electrical equipment;

statements of indications of instrumentation and electricity meters;

electrical equipment accounting log;

cable magazine.

Workplaces should also have the following documentation:

employee lists:

Having the right to perform operational switching, conduct operational negotiations, single-person inspection of electrical installations and electrical part of technological equipment;

Those who have the right to give orders, issue orders;

Who are given the rights of an admitting, responsible work manager, work supervisor, observer;

Admitted to checking underground structures for gas contamination;

Knowledge to be tested for the right to carry out special work in electrical installations;

lists of responsible employees of the energy supplying organization and sub-subscriber organizations entitled to conduct operational negotiations;

a list of equipment, power lines and relay protection and automation devices that are in operational control at a fixed site;

production instructions for switching in electrical installations;

work permit forms for work in electrical installations;

list of works performed in the order of current operation.

Depending on local conditions (organizational structure and form of operational management, the composition of operational personnel and electrical installations under its operational management), the following documentation may be included in operational documentation:

workplace briefing log;

single-line diagram of electrical connections of an electrical installation with normal mode equipment operation;

a list of employees who have the right to issue operational orders;

journal on the accounting of emergency and fire fighting drills;

journal of relay protection, automation and telemechanics and maps of relay protection and automation settings;

local instructions for the prevention and elimination of accidents;

list of complex operational switchings;

switching forms.

The scope of operational documentation can be supplemented by the decision of the head of the Consumer or the person in charge of the electrical facilities.

1.8.10. Operational documentation periodically (within the time frame established in the organization, but at least 1 time per month) should be reviewed by the higher operational or administrative and technical personnel and take measures to eliminate the identified deficiencies.

1.8.11. Operational documentation, diagrams of registering instrumentation, lists of readings of calculated electric meters, output documents generated by the operational information complex automated systems management (hereinafter - ACS), refer to documents of strict accounting and are subject to storage in the prescribed manner.
