1. General Provisions

1.1. This Procedure for issuing accompanying documents when accepting internal batch mailings (hereinafter referred to as the Procedure), establishes the rules for issuing accompanying documents and address labels when accepting batch mailings.

The procedure is intended for senders (legal entities and individuals) who have entered into an agreement with the Federal State Unitary Enterprise Russian Post (branches) for the provision of postal services and for OPS employees who receive batch mail.

1.2. In this Procedure, the following basic terms and definitions apply:

Party postal items - postal items handed over by the sender, according to the terms of the contract, in the amount of 10 or more pieces to one or more addresses;

RPO - registered postal items;

ShPI - dashed postal identifier of the internal registered postal item corresponding to RTM 0001.01-99;

SHI - bar identifier of the EMS item, corresponding to the technical standard of the Universal Postal Union S10b-6;

OASU RPO - All-Russian Automated System for Accounting and Controlling the Passage of Registered Postal Items;

PKT - postal cash terminal;

Employees of the OPS, which accepts internal batch mailings, can provide the sender under the contract with additional services for the formation of mailings, the design of accompanying documents and address labels.

1.4. Senders must apply the addresses of the sender and the addressee directly on the shell of the postal item or on the address label, followed by applying the label to the postal item.

1.5. Employees of the OPS accept internal batch mail from the sender (or his responsible representative) after establishing the fact of payment for the service for sending internal batch mail.

1.6. It is forbidden to accept batch mailings with applied ShPI and / or an imprint of KPSh with details of another OPS.

1.7. Labels and accompanying forms may be reproduced using the software.

8.2. Making a form f. 113en

At the same time, the employee of the OPS is obliged to:

Check the correctness of filling out the form of postal transfer of cash on delivery f. 113en;

Check for the presence of the cash on delivery amount on the shell of the postal item (address label);

Make sure that the amount of cash on delivery does not exceed the amount of the declared value of the RPO;

Check the application of the ShPI RPO number with a declared value or the SHI number of an EMS domestic shipment with a declared value on the cash on delivery postal transfer form.

3.10.1. The issuance of accompanying documentation for sending postal containers consists in the formation of:

    in case of land transportation of mail, a separate consignment note f.23 for the transportation of mail is issued with a list of names of the mail containers included in it; general waybill f.23-a for the delivery of mail to the mail car (route waybill f.24 for vehicles) with a list of waybills included in it and the number of mail containers;

    for air transportation - a general consignment note f.16-b is issued at the point of landing of the aircraft with a list of the containers included in it; waybill of the flight form 16-c with a list of waybills included in it and the number of postal containers.

3.10.2. The procedure for issuing a separate f.23 invoice for outgoing mail is as follows:

in the address section are indicated:

    in the columns "From" and "To the address" in the address part of the consignment note, respectively, the name and postal code of the object of the federal postal service of the destination and the place of formation of the consignment note;

    the number of the bag (container, pallet, box) if the mail containers are embedded in another container;

    seal number;

    date and time of drawing up the consignment note (an imprint of a calendar postmark).

In the columns for recording information about the postal containers (things) included in the consignment note, the following are indicated: the postal service object of the destination, bar identifiers of the corresponding containers, and in the corresponding columns of the consignment note the number of postal containers (things) included in this container (invoice) is indicated. When posting invoices with cash register groups following openly, the corresponding columns indicate the number of cash registers assigned to this invoice. When adding bags (boxes) with simple correspondence, their weight is also indicated in the corresponding column.

3.10.3. The procedure for issuing a general 23-a invoice for outgoing mail is as follows:

in the address section are indicated:

    invoice number (a barcode identifier is used similar to the barcode identifier for postal containers);

    in the column "From" in the address part of the invoice, the name and postal code of the federal postal service facility of the place where the invoice was generated are indicated;

    in the column "To the address" the number of the mail car and the number of the train are indicated;

    the surname of the postal worker accompanying the mail (when handing over to the mail car or motor vehicle) and the time the mail was sent;

In the columns for recording information about the postal containers (things) included in the consignment note, the destination postal service object, bar identifiers of the corresponding containers are indicated, and in the corresponding columns of the invoice, the number of postal containers (things) included in this container (invoice) is indicated. When posting invoices with cash register groups following openly, the corresponding columns indicate the number of cash registers assigned to this invoice. 3.10.4. The procedure for issuing a route invoice f.24 for outgoing mail is as follows:

    invoice number (a barcode identifier is used similar to the barcode identifier for postal containers);

    in the columns "Accompanied" and "Certificate No." in the address part of the consignment note, respectively, the surname of the person accompanying the mail and the number of his certificate f.81.

    in the column "On the route" the route of the transport is indicated;

    in the column "Mail sent" the date and time of sending the mail;

    date and time of drawing up the consignment note (imprint of KPSh).

As a summary, under the list of postal containers and RPO groups, the total number of RPOs and containers included in this invoice is indicated in numbers and words.

The waybill is certified by the signature of the postal worker delivering and the signature of the person accompanying the mail.

On the reverse side of the itinerary invoice are indicated:

    in the column "B___" in the address part of the consignment note, the name of the starting point of the route is indicated.
