2. Civil defense at the present stage

Today, civil defense is one of the most important functions of the state, an integral part of defense building and ensuring the country's security. Over the past years, specialized Russian civil defense units have taken part in more than 150,000 rescue operations in Russia and 48 countries around the world.

On October 4, 1932, by a government decree, an all-Union system of local air defense of the USSR (MPVO) was created and the regulation on it was approved.
In 1961, the MPVO was transformed into the Civil Defense (GO) of the USSR.

At that time, the theoretical foundations for protecting the population were developed, and a complex of organizational, engineering, technical, sanitary, anti-epidemic and other special measures was carried out throughout the country.
In 1987, after the accident at the Chernobyl nuclear power plant, the civil defense was entrusted with the task of combating natural and man-made disasters.

In November 1991, after the creation of the State Committee of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters (GKChS of Russia), it included civil defense troops.
At present, a unified state system for the prevention and liquidation of emergency situations (RSChS) has been formed and is effectively operating in Russia, which is a national system for countering crisis phenomena.

Until 1998, the main regulatory documents of civil defense were the Decree of the President of the Russian Federation "Issues of Civil Defense of the Russian Federation" No. 784 of May 27, 1996 and the "Regulations on the Civil Defense Troops of the Russian Federation" approved by the same Decree. On February 12, 1998, the Federal Law "On Civil Defense" came into force. It obliged to bring the regulatory acts of the Russian Federation in line with the said Federal Law. And this voluminous and important work has yet to be done by the responsible authorities.

Civil defense -a system of measures to prepare for the protection of the population, material and cultural values ​​on the territory of Russia from the dangers arising from the conduct of hostilities or as a result of these actions.

The main tasks in the field of civil defense:

Teaching the population how to protect themselves from the dangers arising from the conduct of hostilities or as a result of these actions;

Development and implementation of measures aimed at preserving objects that are essential for the sustainable functioning of the economy and the survival of the population in wartime;

Ensuring the constant readiness of forces and means of civil defense.


Principles of organization and conduct of civil defense:

1. The organization and conduct of civil defense are one of the most important functions of the state, integral parts of defense building, ensuring the security of the state.

Civil defense is built on the territorial production principle.

2. The preparation of the state for conducting civil defense is carried out in advance in peacetime, taking into account the development of weapons, military equipment and means of protecting the population from dangers arising from the conduct of hostilities or as a result of these actions.

3. The conduct of civil defense on the territory of the Russian Federation or in its individual areas begins from the moment a state of war is declared, the actual start of hostilities or the introduction of martial law by the President of the Russian Federation on the territory of the Russian Federation or in its individual areas.

Civil Defense Service - a service designed to carry out civil defense activities, including training the necessary forces and means and ensuring the actions of civil civil defense organizations in the course of emergency rescue and other urgent work during the conduct of hostilities or as a result of these actions.

Civilian civil defense organizations - formations created on the basis of organizations on the basis of the territorial production principle, which are not part of the Armed Forces of the Russian Federation, own special equipment and property and are trained to protect the population and organizations from the dangers arising from the conduct of hostilities or as a result of these actions.

Territory assigned to the civil defense group - a territory on which a city or other settlement of military, defense or economic importance is located, with objects located on it that pose a high degree of danger of emergency situations in wartime and peacetime.

The fundamental provisions of the Federal Law "On Civil Defense" and the "Regulations on the Civil Defense Troops" make it possible to clearly understand the role and place of the civil defense troops in the RSChS and specify their tasks, taking into account the fact that, in accordance with the Federal Law of the Russian Federation "On Defense", civil defense troops can be involved to defense with the use of means of armed struggle.

The powers of the Minister in terms of command and control of troops are determined by the Regulations on the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters. The Minister of the Ministry of Emergency Situations ex officio heads the military council of the civil defense troops.

The main tasks of these troops in peacetime and wartime are defined in the Regulations on the Civil Defense Troops:

in peacetime:

a) in daily activities:

- implementation of measures to maintain formations, military units and organizations of the Civil Defense Troops in readiness to perform the tasks defined by the Civil Defense Plan of the Russian Federation and the Plan for mobilization deployment and bringing the Civil Defense Troops of the Russian Federation to the highest degree of combat readiness;

Accumulation, placement, storage and timely renewal of weapons, equipment and other material and technical means intended for the deployment of troops and for emergency rescue and other urgent work in peacetime and wartime;

Participation in activities aimed at preventing emergency situations;

Training of forces and means for the prevention and liquidation of emergency situations, training the population in methods of protection in emergency situations;

Participation in research and development work on the creation, testing and implementation of new technical means to protect the country's territory and its population in emergency situations, as well as technologies for emergency rescue and other urgent work;

b) if necessary, in the manner determined by the Government of the Russian Federation, in the course of liquidation of emergency situations in accordance with the action plans of the bodies specially authorized to solve the tasks of civil defense and the tasks of preventing and eliminating emergency situations, the action plans of formations, military units and organizations of the Civil Defense Troops:

Conducting radiation, chemical and non-specific bacteriological (biological) reconnaissance in emergency zones, as well as on routes of advance to them;

Carrying out rescue and other urgent

work on the operational localization and elimination of natural and man-made emergencies on the territory of the Russian Federation, as well as on the territories of foreign states with which the Russian Federation has relevant agreements;

Carrying out pyrotechnic work related to the neutralization of aerial bombs and land mines, participation in the localization and elimination of large forest and peat fires;

Ensuring the safety of goods transported to emergency zones as humanitarian aid;

Participation in providing the affected population with food, water, basic necessities, temporary housing and other material means and services, as well as in the provision of first aid;

Participation in activities for the evacuation of the population, material and cultural values ​​from emergency zones;

Participation in carrying out work on the restoration of life support facilities for the population;

in wartime:

Conducting radiation, chemical and non-specific bacteriological (biological) reconnaissance in the foci of damage, zones of contamination (contamination), and catastrophic flooding, as well as on the routes of advance to them;

Carrying out emergency rescue and other urgent work in the lesions, areas of pollution (contamination) and catastrophic flooding;

Carrying out work on the sanitization of the population, special processing of equipment and property, disinfection of buildings, structures and territories;

Ensuring the entry of civil defense forces into the centers of destruction, zones of pollution (contamination) and catastrophic flooding;

Participation in activities for the evacuation of the population, material and cultural values ​​from the centers of destruction, zones of pollution (contamination) and catastrophic flooding;

Carrying out pyrotechnic works related to the neutralization of aerial bombs and land mines;

Participation in the work on the restoration of facilities

life support of the population, the performance of certain tasks of territorial defense related to the restoration of airfields, roads, crossings and other important elements of the infrastructure of the rear.

Forces and means of liquidation of emergency situations include:

search and rescue service units Russian Emergency Situations Ministry;

paramilitary and non-military firefighting, search, emergency rescue, emergency technical formations of federal executive authorities;

forces State fire service Russian Emergency Situations Ministry;

formations and institutions of the All-Russian Service for Disaster Medicine
formations of the veterinary service and the plant protection service of the Ministry of Agriculture and Food of the Russian Federation;

paramilitary services for active influence on hydrometeorological processes of the Russian Federal Service for Hydrometeorology and Environmental Monitoring;

civil defense formations territorial, local and object levels;

specially trained forces and means of the civil defense troops, other troops and military formations intended to eliminate emergency situations;

emergency technical centers Ministry of the Russian Federation for Atomic Energy;

search and rescue flight support services civil aviation of the Federal Aviation Service of Russia; recovery and fire trains of the Ministry of Railways of the Russian Federation;

emergency services and formations Federal Service Russian Navy(including the State Maritime Rescue Coordination Center and rescue coordination centers), the Federal River Fleet Service of Russia, and other federal executive authorities.

Composition of forces for emergency response

civil defense troops;

search and rescue service of the Ministry of Emergency Situations of Russia;

State Fire Service of the Ministry of Emergency Situations of Russia;

formations and military units of the Armed Forces intended to eliminate the consequences of disasters;

firefighting, emergency rescue, emergency recovery units of ministries, departments and various organizations;

institutions and formations of emergency medical services and many others.

Responsibilities of the Head of the OE

know the regulatory legal requirements of the Civil Defense and Emergency Situations for OE;

develop documents on Civil Defense and Emergencies of the MA;

organize the implementation of the MA mobilization plan;

organize training for regular and non-staff formations of the Civil Defense and Emergency Situations of the OE;

to conduct exercises and trainings on Civil Defense and Emergencies of the OE;

carry out activities aimed at maintaining the sustainability of the functioning of the organization in emergency situations;

organize planning for the evacuation of workers and their families;

organize the activities of the evacuation bodies of the organization;

organize the accumulation of individual and collective means of protection;

maintain in a state of constant readiness of control, warning and communication systems;

organize the collection of information in the field of Civil Defense and the exchange of it.
